Ukraine unveils plan to implement Web3 technologies

On 14 November, the inter-factional alliance Blockchain4Ukraine and the public association “Virtual Assets of Ukraine” (“VAU”) signed a roadmap for implementing blockchain and Web3 technologies in the country, according to ForkLog representatives of the organisations.

The main goal of the project is to implement innovative solutions for various sectors of the economy.

The roadmap provides for:

  • integration of Ukraine into the European Blockchain Partnership;
  • creation of a regulatory sandbox for launching blockchain- and Web3-projects at the national level;
  • launch of a blockchain property registry to enable tokenisation of real estate and land in Ukraine;
  • ensuring cybersecurity to protect state data in wartime conditions;
  • preparation of a blockchain plan for Ukraine’s post-war reconstruction.

In addition, the organisations plan to develop projects of digital self-sovereign identity, as well as to implement blockchain and Web3 in the sectors of healthcare and education.

According to the Blockchain4Ukraine coordinator, and VAU supervisory board chair Alexey Zhmerenetsky, the project pursues ambitious goals with no analogues in the world.

To implement the plan, the working group will hold consultations with potential project partners: civil society, non-governmental organisations, business and academics. Among the latter is a VAU board member and blockchain technology expert Alexey Konashevich.

“For me, as a scientist, the project to develop and implement a decentralized blockchain registry of real estate and land at the national level in Ukraine is a huge challenge and, at the same time, the realisation of my scientific work,” he said in a ForkLog interview.

Following the discussion, the working group will prepare a package of draft legislative and regulatory acts enabling the launch of a blockchain sandbox, a distributed registry of ownership and the recovery plan.

“Taking into account the coordination of the technical solution with all relevant state bodies and the adoption of new regulatory regulation, the national rollout of the project is planned by the end of 2024,” ForkLog reported VAU CEO Konstantin Yarmolenko.

In June, Ukraine received observer status within the framework of the European Blockchain Partnership. The country’s representative was Deputy Minister of Digital Transformation for IT development, Alexander Bornyakov.

In September, the Blockchain4Ukraine association joined the government advisory council of the international association International Association for Trusted Blockchain Applications.
