
Aksakov names the most likely candidates for inclusion in the DFA issuers registry
Sberbank and Transmashholding could become the next platforms to join the registry of operators of the information system for the management of digital financial assets (DFA). This was stated by Anatoly Aksakov, head of the State Duma Committee on the Financial Market, during the Kommersant conference.
According to him, both platforms submitted all the necessary documents to the Bank of Russia for the successful passage of the procedure.
“We expect that Transmashholding will receive the appropriate support, since it has submitted the application quite a while ago. Next is Sberbank; work on them has also been ongoing,” the official said.
He noted that against the backdrop of the developing regulation the DFA topic will be at the centre of attention and will see significant development.
“We expect that, based on these examples, the Bank of Russia as regulator and the market itself will work out the use of these assets. And further new assets and initiatives in this area will appear,” added Aksakov.
Companies included in the Bank of Russia’s DFA registry receive the right to issue and circulate DFAs in exchange for Russian rubles. They can hold digital assets, maintain a register of holders, support electronic wallets and customer service channels.
In February, the tokenization platform Atomyze, one of whose investors is Vladimir Potanin’s Interros, received the status of operator of the information system for managing the DFA.
Sberbank filed an application with the Bank of Russia for the registration of a blockchain platform with the subsequent issuance of the ruble-pegged Sbercoin in January 2021.
Transmashholding had filed an application in spring 2021. In November, its plans to issue DFAs were also reported by VTB Factoring.
