
Bank of Russia proposes allowing DFA trading on exchanges and central counterparties
The Bank of Russia, at a closed meeting with the Moscow Exchange, SPB Exchange, major brokers and operators of information systems issuing digital financial assets (DFA), discussed the concept of DFA trading by the latter. As reported by «Ъ».
The Bank proposes admitting DFAs to organised trading by stock exchanges and central counterparties, according to participants.
According to them, exchanges supported carrying out trades through their infrastructure, brokers were largely in favour as well. The information-system operators, however, say that admission of exchanges would ‘very quickly kill the business of digital platforms that have not had time to develop’.
The law ‘On DFA’ came into force in Russia on 1 January 2021.
To date, the central bank has granted the information-system operator license for DFA management to the platforms Atomyze, Sberbank and Lighthouse. It authorizes them to issue and trade digital financial assets.
