
Bill to regulate social-media recommendation algorithms to be submitted to the State Duma
The bill regulating recommendation systems is nearing submission to Parliament, according to Anton Gorelkin, deputy speaker of the State Duma for information policy, information technology and communications, as reported by ТАСС.
“We are on the threshold of introducing a concrete document—a legislative act regulating recommendation systems,” he said.
According to the deputy, people should decide for themselves whether they want to see content in chronological order or selected by artificial intelligence.
“The internet service should explain how its recommendation algorithms work, how the absence of unauthorized interference and manipulation is guaranteed,” stressed Gorelkin.
The deputy explained that, in the first instance, the rules will affect video-hosting services and social networks. These resources, in Gorelkin’s view, potentially influence public opinion.
He also noted that the state should not interfere with the operation of algorithms, but “constant public oversight is necessary”.
In October 2021, a Facebook insider said that the social network used biased algorithms to boost user engagement.
In the same month, Russian lawmakers announced they were preparing a bill regulating recommendation systems.
In November, American congressmen introduced a bill that will allow users to control how the algorithms, shaping their online experience.
