Britain unveils new rules for regulating AI

UK authorities have proposed new rules for regulating artificial intelligence technologies to support business and bolster public trust.

According to the document, the new rules are designed to address future risks and clarify the rights and capabilities for AI-system developers. The regulation will also help consumers remain confident that such technologies are safe, transparent and reliable.

The new approach focuses on six core principles aimed at supporting growth and removing unnecessary barriers to business. AI developers must ensure:

• the safety of using AI;
• compliance with advertised capabilities and quality of implementation of the technology;
• transparency of algorithms;
• fairness and lack of bias;
• the existence of a legal entity responsible for AI decisions;
• means of redress for damages caused by algorithms.

These principles will be interpreted and applied by regulators such as Ofcom, the Competition and Markets Authority, the Information Commissioner’s Office and the Financial Conduct Authority.

Digital Secretary Damian Collins said the government wants to broaden business opportunities and protect people’s rights.

“It is vital that our rules provide clarity for business, confidence for investors and raise public trust. Our flexible approach will help shape the future of AI and strengthen our global position as a scientific-technological superpower,” the official said.

Acting Chair of the Council on Artificial Intelligence Dame Wendy Hall welcomed the steps toward regulating AI.

“This is crucial for delivering responsible innovation and supporting the prosperity of our AI ecosystem,” she said.

Hall added that the Council would continue to work with the government on developing technical documentation for AI systems.

Earlier in July the European Parliament passed a number of laws, regulating tech giants in privacy, algorithms and competition.

In February, American congressmen introduced rules regulating discriminatory AI.
