
ChatGPT-drafted resolution filed in U.S. Congress
U.S. Representative Ted Lieu, a Democrat, filed a non-binding resolution on regulating AI, drafted by the chat-bot ChatGPT. NBC News reports this.
When drafting the standard resolution, the politician used the prompt:
“You are Congressman Ted Lieu. Write a comprehensive resolution of Congress expressing support for Congress to focus on AI.”
The resolution does not specify that it was written by artificial intelligence.
Acknowledging the technology’s potential benefits, the document notes “the responsibility of Congress to ensure that the development and deployment of AI are conducted in a safe, ethical manner.”
Lieu also urges Congress to establish a nonpartisan commission to develop recommendations on regulating artificial intelligence.
“The rapid progress of AI has made clear that it is time to guarantee the safe and beneficial use of the technology for society. … Failure to do so could lead to a future in which AI risks far outweigh its benefits,” wrote ChatGPT.
Lieu is confident that some AI-related harm could be “deadly”.
“As one of three Members of Congress with a degree in computer science, I am excited about AI […]. But I am also terrified by AI, especially uncontrolled and unregulated,” he wrote.
House Speaker Kevin McCarthy said that all members of the House Intelligence Committee will take courses on AI and quantum computing. He noted that the same training is undertaken by military generals.
“We want to have the ability to talk about safeguarding our country and national security”, McCarthy said.
In January 2023, Congressman Jake Auchincloss delivered in the House of Representatives a speech written by ChatGPT.
In the same month, a leading AI expert at Meta doubted the ‘innovativeness’ of the chatbot.
In September 2022, Lieu introduced a bill to restrict the use of police facial recognition systems in the United States.
