
Constitutional Court of Russia Predicts Rise in Complaints Over Cryptocurrency
The Constitutional Court of Russia expects a rise in the number of complaints in the near future due to new financial instruments, blockchain, the digitisation of all spheres of public life, and other technologies. In an article for Rossiyskaya Gazeta, stated Valery Zorkin, the chairman of the Constitutional Court of the Russian Federation.
In his view, a person cut off from the Internet ends up deprived of their rights.
“New objects of regulation are emerging: robots, artificial intelligence, biotechnology, new types of transport. Not to mention such banal things as new financial instruments, blockchain (distributed ledger), cryptocurrencies and so on. Innovations can carry both benefits and drawbacks, advantages and risks,” wrote Zorkin.
He added that the Constitution itself is a universal regulator that does not hinder progress and, at the same time, does not permit negative consequences.
Valery Zorkin noted that biotechnology enabling the improvement of physical and intellectual qualities of humans, as well as the processes of robotics, automation and informatization of public production, transforming the field of labor relations, will have the greatest impact on the realm of human rights.
“In the near future, the number of complaints related to alleged interference in private life is likely to grow. The Constitutional Court will need to develop approaches to new conflicts of rights that were not previously in its purview,” concluded the chairman of the Constitutional Court of the Russian Federation.
In early 2019, the Supreme Court of Russia included cryptocurrency in the Criminal Code.
In September 2021, Russian judges were warned against using Bitcoin.
