The dissertation council of the V. A. Steklov Mathematical Institute of the Russian Academy of Sciences awarded degrees using the WE.Vote electronic voting service developed by Waves Enterprise. ForkLog was told by company representatives.
In 2021, the Higher Attestation Commission (HAC) updated the requirements for meetings of dissertation councils. Under these requirements, the institution must provide remote voting under a fixed regulation to all members of the dissertation councils who do not wish to or are unable to attend meetings in person.
“WE.Vote fully complies with HAC requirements. We assessed the speed and reliability of its operation, as well as the convenience and simplicity for users,” said university staff.
In the future, the institute plans to apply the blockchain service to voting in other councils and commissions.
According to the developers, WE.Vote provides transparency of the process while fully preserving the secrecy of voting.
“Anyone can, via the link, view the history of blockchain transactions and verify that it includes transactions with his public key. This means that his vote is accurately counted and not falsified, as the blockchain guarantees data immutability,” said Artem Kalikhov, Product Director at Waves Enterprise.
In September, the Russian Practical Shooting Federation used the WE.Vote service to evaluate the quality of the competitions held.
