Three licensed information-system operators have so far carried out a total of 15 DFA issuances worth 170 million rubles. This was stated by Olga Skorobogatova, the Bank of Russia’s First Deputy Chairman, in a comment to «Россия-24».
The regulator’s representative noted market participants’ interest in using digital financial assets.
At the same time, she said that the deployment of DFAs potentially carries organisational and regulatory-arbitrage risks.
“We are preparing changes to legislation that will be aimed, among other things, at minimising [possible negative consequences],” noted Skorobogatova.
The Bank is processing nine applications for the status of an information-system operator, which gives companies the right to issue and trade DFAs on platforms.
So far, the register lists three operators: Atomyze, Sberbank, and "LightHouse".
Earlier, the Bank of Russia said it was ready to present a package of legislative initiatives concerning the regulation of DFAs by the end of 2022.
