China Sets Ambitious AI Integration Targets

By 2027, China aims for a 70% integration of national artificial intelligence, rising to 90% by 2030, according to a new government directive.

The primary objectives include “transforming production methods and daily life” and “ensuring a revolutionary leap in manufacturing.” This involves integrating AI into the technology sector, industry, consumption, governance, social welfare, and international cooperation.

The 2027 target envisions 980 million Chinese citizens using AI solutions. By 2035, China plans a full transition to a “smart economy” and “smart society.”

For comparison, as of 2022, the smartphone penetration rate in China reached 68.4%, while in the US it was 81.2%.

The directive calls for the creation of “AI-native enterprises” and encourages market participants to adopt the technology. It also advocates for promoting “intelligent interconnectivity of everything.”

Beijing views AI as an element of “international public good” and promises to assist Global South countries in developing advanced open-source solutions.

However, the government acknowledges risks, including model opacity, hallucinations, and algorithmic discrimination.

Back in July 2025, it was reported that companies from China planned to purchase over 115,000 high-tech Nvidia chips to power new capacities and further train AI models.
