Media: State Duma proposes identifying illegal miners by IP and cutting their electricity

The State Duma has sent proposals for regulating cryptocurrency mining to the government. The reports cite the protocol of the Energy Committee’s meeting, via «Известия».

Officials proposed allowing energy-supply organisations to disconnect illegal miners from electricity supply.

In addition, among the proposals is the mandatory provision by Internet service providers of information to such companies about the locations of IP addresses from which mining is conducted. The document also mentions the need to refine legal definitions.

Earlier, with similar initiatives advocated by the Association of Guaranteed Suppliers and Energy-Supply Companies. Among other measures, it proposed enshrining in the technical connection rules the obligation to indicate the purpose of electricity use and to introduce liability for violations of utilities usage rules.

Deputy Chairman of the Energy Committee Valery Seleznev stated that the proposals could also be used in implementing the roadmap for regulating the crypto industry. Earlier it was reported that Deputy Prime Minister Dmitry Chernyshenko ordered to include in the roadmap issues related to the legal status of mining.

In late January the Bank of Russia proposed to ban cryptocurrencies and their mining on Russian territory.

Many officials and business representatives did not share such a prohibitive stance.

The Russian Chamber of Commerce and Industry proposed to classify mining as entrepreneurship. Vladimir Gutenev, head of the State Duma Committee on Industry, stated that cryptocurrency mining should be taxed.
