Ministry to devise plan giving AI developers access to anonymised government data

The Russian government has tasked the Ministry of Digital Development with drafting a plan to provide businesses with access to anonymised data from government agencies for training artificial intelligence algorithms. According to «Коммерсант».

Under the document, by 1 February 2022 the ministry will prepare and publish a timetable for providing business access to datasets from ministries and agencies. In the first stage, data will be opened by Rosselkhoznadzor, Rosstat, Rosreestr, the Federal Tax Service and the Ministry for the Development of the Russian Far East.

The ministry clarified that the timetable will include activities such as strategic sessions, the development of AI standards, publication of results from deploying the technology in federal executive authorities, and the creation of a unified repository of datasets and the regulations governing their use.

The draft schedule is undergoing the coordination procedure with the agencies, the ministry said.

In 2021 alone the agencies compiled 26 datasets, four of which could be used by external developers of business solutions. The remaining 22 datasets are intended for internal use by the executive authorities in the course of the digital transformation.

In May 2021, the Ministry proposed selling access to government data to neural-network developers.

In December, the ministry announced the terms for providing access to datasets, including secret ones, for developers of artificial-intelligence systems.
