On December 31, Montenegro completed the extradition of Terra founder Do Kwon to the United States. This was announced by the country’s Prime Minister, Milojko Spajić.
Today Montenegro completed the extradition of Do Kwon to the United States to face charges in the Terra/Luna case.

“Our country welcomes innovation and law-abiding entrepreneurs in the fields of cryptocurrency, AI, and other technologies. However, we will not tolerate fraud. This extradition demonstrates our unwavering commitment to international justice and the rule of law,” stated the Prime Minister.
Kwon was handed over to the “competent US law enforcement authorities and FBI agents” at the airport in Podgorica.
On December 27, Montenegro’s Minister of Justice Bojan Božović approved the transfer of the Terra founder to the US authorities. The decision concluded a series of proceedings between local courts and Kwon’s lawyers that had been ongoing since spring 2023.
Since March 2024, the Terra founder had been held in a migration center awaiting resolution of the situation.
In late December, Richard Heart, known for projects HEX, PulseChain, and PulseX, was placed on an international wanted list for alleged tax evasion and assault.
