In the State Duma registered an updated draft law \”On Mining in the Russian Federation\”. The previous document was withdrawn.
The updated draft excludes provisions relating to a registry of mining participants and an ‘amnesty’ for the latter.
In the Legal Department’s review of the initial draft, it notes that the creation of the registry and the temporary exemption of miners from income taxes \”could entail costs to the federal budget\”.
The rest of the text of the new document is hardly different from the previous one. It defines mining as an activity using Russian information infrastructure facilities and equipment located on the territory of the Russian Federation.
In April, the bill ‘On Mining in the Russian Federation’ was submitted to the State Duma. It envisaged the creation of a ‘special registry’ by an authorised federal body. It was envisaged that individuals as well as mining operators would be included in this registry.
