The public union “Virtual Assets of Ukraine” sent Prime Minister Denys Shmyhal a roadmap for blockchain integration with the European Union. A copy of the appeal is in ForkLog’s editorial office.
The authors of the initiative propose developing a set of measures to stimulate and support the adoption of blockchain technology in public administration and other areas of Ukraine.
In the letter they refer to the European Blockchain Partnership, created in April 2018, which to date has been joined by 30 countries. The project envisages the creation of EU-wide applications using distributed ledger technology for both the public and private sectors. They include notarial services, diplomas, sovereign identity, and secure data exchange between customs authorities and tax agencies.
“We are ready to develop a similar strategy and present it for consideration by the end of March 2021,” says the letter addressed to the prime minister.
The Ukrainian Virtual Assets also advocate creating the Ukrainian Blockchain Observatory, which will study the deployment of DLT, and the Ukrainian Blockchain Forum for hosting sector-specific events. By design, these new structures could ultimately join the European infrastructure of blockchain services.
“This integration within the Digital Single Market framework will, in prospect, lead to the creation of a common European blockchain for Ukraine with the EU,” noted Konstantin Yarmolenko, CEO of the Ukrainian Virtual Assets.
The project would be funded by private Ukrainian and Western venture funds.
In Kyiv, the public union “Virtual Assets of Ukraine” was formed in late November 2020. It comprises the public organization Blockchain4Ukraine, law firms Arzinger and Juscutum, and the Binance exchange.
In January 2021, the organization issued an initiative to implement asset tokenization at the state level. Its members set out their proposals in a letter addressed to the president, the prime minister and the minister of digital transformation of Ukraine.
On 2 December 2020 the Verkhovna Rada of Ukraine, in first reading adopted as a basis the draft law “On Virtual Assets”, regulating cryptocurrency operations within the country.
