Polkadot Overhauls Governance Structure

The Polkadot team will overhaul the governance structure to enhance decentralisation and the decision-making system’s throughput, according to project representatives who spoke to ForkLog.

The new Gov2 model is intended to address the shortcomings of the current governance framework. Among them: the centralised nature of bodies such as the Council and the Technical Committee, as well as the possibility of conducting a single referendum on a proposal concurrently. At the same time, voting may ‘last for weeks’.

Gov2 is expected to lower the barrier to submitting proposals. Any user will be able to do this an unlimited number of times. The applicant will determine the level of privileges for the proposal, which affects the amount of guarantees, the approval threshold and the review period.

Depending on the referendum class, a different level of support for approval will be required. By default, the duration of this phase is 28 days.

The voting phase follows, for safety purposes a procedure called Cancelation is provided. This allows any ongoing referendum to be halted, regardless of status, if a critical problem is identified in the proposal, for example. The cancellation also goes through a voting procedure, but in an accelerated mode.

To improve the model for delegating votes within Gov2, the developers have abandoned the Council. It will be replaced by the Multirole Delegation function, which allows a user to specify different delegates for different referendum classes or to retain direct control over decisions.

The Technical Committee, as the expert body on security and implementation of the proposed measures, will be replaced by a fellowship — the Polkadot Fellowship. Compared with the previous structure, it will offer broader membership with a much lower entry barrier. It is this body that decides on intervention in a referendum. The Fellowship can also raise the level of privileges for a proposal.

Initially, the developers will launch Gov2 on the Kusama testnet. This is expected to happen soon.

In February, the ninth parachain auction of Polkadot concluded, with HydraDX as the winner.

In May, developers introduced the cross-chain solution XCM, enabling connectivity between different parallel blockchains in the ecosystem.
