The Government of the Russian Federation and the largest Russian companies signed the Code of Artificial Intelligence, regulating the ethical and moral aspects of using the technology. The document was developed in line with the requirements of the National Strategy for the Development of Artificial Intelligence through 2030.

The Code was signed as part of the international forum ‘Ethics of Artificial Intelligence: The Beginning of Trust’. The ceremony was attended by Deputy Prime Minister Dmitry Chernyshenko, representatives of Rostelecom, Yandex, Sber, VK, Skolkovo, the Higher School of Economics (HSE) and others — about 20 companies in total.

The document comprises 32 provisions and sets out the core moral and ethical principles for AI-sector companies. Among them:
\n\n
- cooperation among market participants in creating universal AI systems;
- informing users about their interactions with algorithms;
- providing the option to cease interaction with artificial intelligence at the customer’s request;
- prevention of threats posed by the technology.
\n\n
According to Chernyshenko, the document will raise the level of citizens’ trust in new technologies. He added that Russia is one of the global leaders in artificial intelligence and is among the 20 countries that have approved ethics codes.

“Relying on the best global practices, Russia will occupy a place in the top ten countries for which the ethics of development is more important than technology. Artificial intelligence is the most important technology of the 21st century and has absolute state significance”, he said.

A special commission, comprising scientists, business representatives and government officials, will implement the provisions of the Code. Companies that signed the document are obliged to appoint an authorised person for AI ethics.

Chernyshenko also said that by the end of 2021 around 100 more companies could join the Code.

Earlier, the head of the Skolkovo Foundation, Arkady Dvorkovich, stated the need to establish unified ethics standards in the field of artificial intelligence.

In August, United Russia proposed restricting the use of AI in medicine and education.
