The Russian authorities do not plan to ban citizens from buying cryptocurrencies on foreign exchanges. This was stated by Deputy Finance Minister Alexey Moiseev, пишет «Interfax».
“Right now I can say only that our settlements (in cryptocurrency) on the territory of the Russian Federation are prohibited. At the same time, citizens can buy and use wallets outside the Russian Federation. That is likely to remain for now, I think. There are no plans to change anything,” said Moiseev.
According to him, regulators will focus on prohibiting the use of digital currencies as a means of payment domestically in order to preserve monetary sovereignty.
“Of course, a Russian citizen may have a wallet outside the Russian Federation, but it is the transactions inside the Russian Federation — they will be subject to bans, I think, for the foreseeable future, because of this financial sovereignty,” the official added.
In Russia, the turnover of digital assets is regulated by the law \”On DFA\” (On Digital Financial Assets). It recognises cryptocurrencies as property and prohibits using them to pay for goods and services on the territory of the country.

In September a similar position was taken by the Bank of Russia.
Regulator representatives are also discussing an expansion of the ban on the use of cryptocurrencies, up to the introduction of administrative and criminal liability.
