A new mining bill would permit mining of all types of cryptocurrencies in Russia. This was announced by Anatoly Aksakov, head of the State Duma committee on the financial market, to РБК.
At the same time, the circulation of issued cryptocurrencies would occur outside Russia’s jurisdiction, the deputy clarified.
Simultaneously, a bill outlining the conditions for using digital currencies within experimental legal regimes will be submitted to the State Duma.
“Under these regimes, the use of digital currencies is already possible in Russian information systems, that is, for payments, for example, of parallel imports or other supplies,” explained Aksakov.
The forthcoming document will outline general principles for regulating cryptocurrency mining and will not address tax nuances. The government will determine these in a separate procedure.
Earlier in October, the State Duma of the Russian Federation in the first reading rejected the mining bill, proposed by deputies from the New People party. The new document, taking into account the central bank and Finance Ministry’s opinions, was submitted to the lower house of parliament on October 28.
Proposals, coordinated with the central bank on the development of cryptocurrencies and the digital ruble were ordered to be prepared by December 19.
