Russian Federation Council proposes codifying AI Ethics Code provisions.

Russian senators have proposed incorporating certain provisions of the AI Ethics Code, adopted on 26 October 2021, into federal legislation. The relevant documents have been sent to the Ministry of Digital Development and the Ministry of Economic Development, writes «Интерфакс».

The Council for the Development of the Digital Economy under the Federation Council recommended that the Ministry of Economic Development create ‘a mechanism for assessing the humanitarian impact of deploying such technologies’, including in the provision of state and municipal services to citizens. The ministry was also urged to develop a ‘roadmap’ for the effective deployment and use of AI systems.

Lawmakers recommended creating a comprehensive set of measures to inform Russians about the use of artificial intelligence in resolving life-critical situations. This should ensure the transparency of the technology, they say.

The Council added that citizens should be given a lawful right to appeal AI decisions digitally. Complaints can be considered only by a human, the senators say.

In addition, lawmakers proposed developing a mechanism for compensating harm caused by AI, as well as insuring against such losses.

In October, the Russian government and major business signed the AI Ethics Code. The document is advisory and not binding.

In August, United Russia proposed to limit the use of artificial intelligence in ‘sensitive spheres’, such as healthcare and education.
