State Duma rejects bill on cryptocurrency mining in Russia

The State Duma in the first reading rejected the cryptocurrency mining bill in Russia, proposed by deputies from the New People party.

Earlier, the Duma committee on the financial market opposed the initiative. According to its conclusion, the document provides for the use of digital assets as a means of payment in Russia, which contravenes the Constitution.

The committee noted that the bill does not describe the mechanism for taxation of mining, the supervision of this activity, and the requirements for data-centre operators. The authors were also criticised for the lack of a systematic approach to regulation.

Earlier, the Russian government, by 19 December, tasked itself with preparing proposals coordinated with the central bank for the development of cryptocurrencies and the digital ruble.

The road map should include provisions regulating mining and the circulation of digital currency on the territory of the country, as well as its use in international settlements.

In November, the head of the Duma committee on the financial market, Anatoly Aksakov, proposed to ban the use of cryptocurrencies as a means of payment on the territory of Russia and to hold those who settle in them accountable.
