The platform aims to enhance the transparency of government contracts following mass protests over alleged corruption in flood control initiatives. According to the Australian Institute of International Affairs, over $33 billion has been allocated to these efforts over 15 years.
The solution was developed by BayaniChain Ventures, which records contracts and key project milestones in a secure ledger based on the Polygon network. According to BayaniChain CEO Paul Soliman, the goal is to transform government records into “immutable, verifiable, and openly confirmable digital public assets.”
Data in the system is verified by independent validators, including public organizations, universities, and media outlets, who review and confirm the records. The actions of the nodes conducting these checks are also recorded on the blockchain to maintain accountability. More than 40 non-governmental organizations participated in the project’s launch.
In the future, Integrity Chain is expected to expand to other government departments. Soliman noted that this would help “safeguard the entire annual budget of the Philippines,” estimated at approximately $98 billion. He added that public trust will be restored “not through promises, but through cryptography.”
In August, the Philippine authorities proposed creating a strategic reserve of 10,000 BTC.
