Rosfinmonitoring backs the option of strict regulation of cryptocurrencies proposed by the Russian government. This was stated by the deputy head of the agency German Neglyad in an interview with Izvestia.
\n\nThe Government’s Concept envisions a ban on settlements in digital currencies, a ban on their advertising, and the need for explanatory work on the high risk of such assets.\n\n
Neglyad, meanwhile, called the introduction of a total ban on cryptocurrency circulation ‘counterproductive,’ as citizens and legal entities already own them.
\n\n
In Rosfinmonitoring’s view, virtual assets should be equated with property, which would allow them to be treated as objects of crime.
\n\n
\”The activity of service providers in the field of digital currencies should be controlled, including their registration or licensing and supervision over them,\” Neglyad says.
\n\n
Crypto exchanges should be required to store data, identify clients and their beneficial owners, and report suspicious transactions to the Financial Intelligence Unit.
\n\n
Neglyad said there has been a rise in the use of cryptocurrencies in illicit transactions and in concealing criminal proceeds. He cited as a common case the receipt of digital assets for illegal drug trafficking.
\n\n
To counter this, Rosfinmonitoring, together with partners, is developing the cryptocurrency analytics service \”Transparent Blockchain.\” It enables tracking coin transfers and cross-referencing with wallet-owner data that is at the disposal of the service.
\n\n
Earlier, the Russian Interior Ministry announced the deployment of a digital service to identify unscrupulous crypto-wallet owners.
