Roskomnadzor proposes passport details for social-media registrations

As part of amendments to the federal law on personal data, Roskomnadzor proposed that new users of social networks and messaging apps provide their passport number, place of residence, phone number, and email address, according to the draft order.

The partially enacted Personal Data Law bans posting or disseminating information about users published online without their consent.

From July 1, data operators will be required to obtain users’ consent to processing their data. They will be able to do this either through their own consent-collection platform or via Roskomnadzor’s Unified Information System (UIS).

If the user chooses the UIS, they will have to provide their full name, address of residence, phone number, and email address. This data will subsequently be checked through Gosuslugi, with which the system will be linked.

The data may also be transmitted to other government agencies in cases defined by federal laws.

The author of the amendments, Anton Gorelkin noted that Roskomnadzor’s initiative is aimed primarily at social networks and messengers. If the latter fail to comply with the stated requirements, they face a fine of up to 100,000 rubles.

Update:

after the media drew attention to the draft order, Roskomnadzor stated that they had deemed the request for passport data and residence information to be ‘excessive’, and revised the document.

As of February 1, a law came into force in Russia obliging social networks to identify and block illegal content.
