The Association of Russian Lawyers has proposed regulating the AI market in the country. The association’s experts say that the unregulated use of algorithms is already creating a number of problems for Russians, writes ‘Vedomosti’.

The authors of the appeal argue that the risks of discrimination against citizens and organisations by artificial intelligence may arise due to biases in the algorithms, incomplete or poor-quality data used to train them. However, identifying such errors is problematic, as developers do not provide access to the source code to independent experts, according to the conclusion.

The vice-chairman of the Commission on Legal Support for the Digital Economy of the Moscow branch of the Association of Russian Lawyers, Boris Edidin, believes that radical changes to the current legislation to implement the initiatives will not be required — it would be enough to amend the Law on Personal Data.

\”The text could specify the need for independent evaluation of AI systems by independent experts, provide warnings on government websites that AI is being used, and require those implementing AI systems to have a contingency plan for failures and other unforeseen situations,\” he said.

The association said that it has sent letters with recommendations to the Federation Council, the State Duma, Roskomnadzor and the Ministry of Digital Development.

Alexander Khinshtein, head of the State Duma committee on information policy, information technologies and communications, confirmed receipt of the conclusion.
\n\n
\”We are considering the association’s proposals. We will, of course, integrate the best practices into our work,\” he said.

The head of the Ministry of Digital Development also said that his department is studying the ARL’s proposals.
\n\n
IT experts argue that regulating artificial intelligence could adversely affect market development, and citizens and organisations would still be unprotected from the negative consequences of its use.

In April 2021, a group of 56 European organisations urged the European Commission to ban the use of facial recognition technology without any exemptions.
\n\n
In January, the human-rights organisation Amnesty International called for banning facial recognition in public places. The organisation says that biometric identification of people using street-surveillance cameras is a gross intrusion into citizens’ private lives.
