
Sverdlovsk Region awards contract for blockchain voting system worth 7.2 million rubles
Authorities in Sverdlovsk Region have announced a tender for the development of an electronic voting system based on blockchain. The application размещена on the state procurement portal.
The starting price of the contract is 7.2 million rubles.
In developing the system, the contractor must account for the permissions and credentials for four parties: observer, voter, member of the election commission, and administrator.
The customer requires that the voter’s vote be counted anonymously, and that the choice be made in a ‘intuitively understandable’ manner with mandatory subsequent confirmation of this choice.
«Voting data must be transmitted in real time, but be inaccessible to any user, including the administrator, until the end of voting. At the moment voting ends, the results are fixed and cannot be changed further» — according to the explanatory note.
The contract for developing the system was won by LLC ‘CH Communications’ from the Novosibirsk region for 4.8 million rubles. However, the signing of the contract with the company приостановили following a complaint by LLC ‘V41’ of Moscow, the second participant in the tender not admitted to the competition.
Earlier, blockchain voting was used in September for by-elections to the State Duma in the Yaroslavl and Kursk regions. The system was developed by Waves Enterprise in collaboration with Rostelecom.
