Telegram founder Pavel Durov met Dubai’s Crown Prince Hamdan bin Mohammed Al Maktoum. This is reported on the Crown Prince’s website—the son of the Prime Minister of the United Arab Emirates.

Durov emphasised that Dubai has become a hub for talent and entrepreneurs seeking to scale globally. This has been facilitated by a developed infrastructure, business-friendly regulation, and a startup ecosystem.

The purpose and other details of the meeting were not disclosed.

Telegram has had its headquarters in Dubai since 2017. In the same year Bloomberg reported on Durov’s decision to relocate to the city.

“Many people in the Western world do not understand how much taxes restrict their opportunities,” said the founder of Telegram several years ago.

In 2013, Pavel Durov acquired citizenship of Saint Kitts and Nevis. In 2014, he announced that he did not plan to return to Russia, which he described as “incompatible with internet business.”

Earlier ForkLog reported that Pavel Durov rejected an offer from Western funds to acquire a 5–10% stake in Telegram at a company valuation of $30 billion.
