
UK calls for regulation of facial recognition technology.
Facial recognition technology needs regulation just as do certain ethically sensitive medical methods. This was stated by the UK’s Surveillance Camera Commissioner, Professor Fraser Sampson, The Register.
“This is a rapidly developing area. … But it may prove that the aspects currently left to self-determination pose the greatest risk to communities or simply cause the greatest concern among citizens,” he said.
The professor believes biometric surveillance technologies are ethically dangerous and should be implemented under a licensing regime.
“We need a single, clear set of principles under which those who use biometric systems and surveillance systems without permission will be held to account,” added Sampson.
The commissioner also commented on the UN Human Rights Council report released last week. Sampson agreed that unfettered use of facial recognition systems can be “negative and potentially catastrophic”.
“When biometric surveillance systems are funded by taxpayers and used in the public interest, citizens have every reason to expect that all parties will adhere to an ethical approach and respect for human rights,” concluded the professor.
In September, UN High Commissioner for Human Rights Michelle Bachelet urged to impose a moratorium on certain kinds of artificial intelligence.
In August, it emerged that 10 of the 23 US federal agencies plan to expand the use of facial recognition technologies by 2023.
In June, European regulators proposed banning the use of artificial intelligence in facial recognition in the EU.
