The Web3 Institute team, supported by Ukraine’s Ministry of Digital Transformation, analyzed pilot blockchain projects in the public sector.
According to analysts, there is currently no comprehensive roadmap for the development of the Web3 sector in the country, despite its inclusion in several major government initiatives. These include the National Revenue Strategy for 2024-2030, the AI Development Concept, and several legislative projects on the regulation of virtual assets.
The current stage of implementing Web3 solutions in the public sector is characterized by:
- fragmented initiatives;
- a decline in active experimentation;
- a mismatch between stated goals and achieved results.
Analysts identified seven of the most large-scale pilot initiatives, including:
- transition to blockchain auctions for SETAM (later OpenMarket);
- implementation of technology in the land cadastre;
- vehicle identification registry;
- e-hryvnia project;
- container logistics in partnership with TradeLens;
- timber supply control;
- registration of property rights on real estate.
In conclusion, researchers listed the challenges facing the further development of the Web3 sector in Ukraine. To overcome these, they suggested:
- standardizing blockchain solutions with support for a multichain concept by default;
- adapting educational programs to improve understanding of the technology;
- positioning Web3 solutions as an additional alternative to existing tools.
Earlier, Ukraine’s Ministry of Digital Transformation identified the lack of legislative regulation of the cryptocurrency industry and banking restrictions as the main reasons hindering the development of Web3 technologies in the country.
Back in November 2023, the ministry announced work on creating a regulatory sandbox for innovative projects.
