Ukraine to deploy AI cameras to monitor mask-wearing and 1.5-metre social distancing
In November, cameras will go live in Ukraine’s two largest cities to monitor mask-wearing and 1.5-metre social distancing. This was disclosed in a comment by the country’s chief medical officer, TSN by Ihor Kuzin.
According to him, the devices will appear in Kyiv and in Kharkiv or in Dnipro. They will automatically assess the conditional percentage of compliance with anti-epidemiological measures, the official added.
That is, in automatic mode, the number of people passing by the camera or its active zone is read, and how many of them are wearing masks, how many observe the distance. Full sets of documents for conducting bioethical review and installation of such cameras have already been developed, Kuzin said.
The country’s chief medical officer added that this is a pilot project. It is planned to launch on November 1, with the first results due within two weeks.
Kuzin stressed that the system will not identify individual violators, nor store personal or confidential data, nor the recordings themselves.
This system and this software allow us to automatically show compliance or non-compliance or type of non-compliance with anti-epidemiological requirements, Kuzin said.
In response to questions about penalties for violators, Kuzin said, ‘this is a pilot to monitor the overall percentage of compliance with anti-epidemiological requirements,’ but reminded that Ukrainian law provides penalties for non-compliance with quarantine measures, in particular for not wearing a mask in an enclosed space.
In mid-September, Kuzin first announced the installation of cameras that monitor mask-wearing and social distancing. It was planned that they would be installed in large shopping centres.
Lyudmyla Denysova urged to comply with Ukraine’s Law on Personal Data Protection during the use of such systems.
It is worth remembering that the greater the intrusion into privacy anticipated as a result of adopting such measures, the heavier the grounds must be for its justification,
Denysova said.
Denysova reminded that her office staff prepared recommendations to ensure compliance with the existing law and international standards in the use of video-surveillance systems.
In October, Clearview AI announced facial recognition in masks.
In September, Singapore police deployed the Xavier robot to patrol public places, including for breaches of COVID-19 precautions.
In July, Chinese authorities employed facial recognition to combat COVID-19.
