Ukraine’s Officials and Their Favoured Cryptocurrencies

In 2024, Ukrainian officials submitted 2113 declarations mentioning crypto assets. The most popular coins among civil servants were USDT, Bitcoin, and Ethereum, according to data from the public registry monitoring service Opendatabot.

The number of declarations featuring digital currencies increased by 10% over the year.

Members of law enforcement agencies are the most frequent holders of cryptocurrencies. In the National Police, there are 322 declarants, accounting for 15% of the total. Prosecutors follow with 240, and among judges, there are 227 holders of digital assets.

Geographically, Kyiv and its region lead with 582 and 185 officials respectively. In the Kharkiv region, 172 civil servants declared cryptocurrencies.

The most popular coins were USDT with 802 mentions, Bitcoin with 731, and Ethereum with 713.

In 2024, the largest holder of Bitcoins among Ukrainian officials was Oleg Bondarenko, Chairman of the Verkhovna Rada Committee on Environmental Policy. His balance stood at 80 BTC (279.4 million hryvnias or $6.8 million at the time of the report).

The leader in Ethereum holdings was Deputy Serhiy Maizel with 200 ETH (15.5 million hryvnias) on his balance.

The main proponent of Tether was Vitaliy Brovko, head of a department in the Office of the Prosecutor General, with 847,908 USDT (35 million hryvnias) in his declaration.

Some officials reported digital assets to which they had lost access. Among them was Roman Saramaga, Deputy Head of the State Service of Geology and Mineral Resources, who lost access to 380.95 BTC (1.33 billion hryvnias at the time of the report) in 2021, and Ihor Osipov, a deputy of the Podilsk District Council in the Odessa region, with 1800 ETH (over 140 million hryvnias) inaccessible since 2022.

Earlier, employees of the National Police of Ukraine and the Prosecutor’s Office were already leaders in the number of cryptocurrency declarations in 2022. In the same year, the largest Bitcoin holders were officials from Odessa, Rivne, and Khmelnytsky regions.
