
US to tighten AI-chip export controls to China, reports say
The Biden administration plans to unveil a new set of restrictions aimed at blocking China’s access to AI chips. The New York Times reports.
According to sources cited by the publication, the government’s main effort is to prevent Chinese military access to technologies related to high-performance computing and artificial intelligence.
To date, they include notice letters to chipmakers and toolmakers informing them of the restrictions. The administration plans to broaden the policy scope to include export controls, presidential executive orders, and the ‘Foreign Direct Product Rule’.
A source told the publication that the US government plans to bar Chinese firms, government research laboratories, and others from purchasing American-made technologies.
In addition to chips, the administration is considering blocking the export of certain types of memory. Among the technologies under consideration are high-bandwidth memory devices used to train large AI models. It is not yet known whether memory-export restrictions will be included in the new list.
The document is expected to be unveiled within a week.
The U.S. Department of Commerce declined to comment. The White House also did not respond to requests from journalists.
Earlier in August, Nvidia and AMD received from the U.S. Department of Commerce an order prohibiting the export of AI chips to China and Russia.
In the same month, industry experts said that the U.S. government’s restrictions would only accelerate development for local companies.
