This was reported by <a href=\"https:\/\/www.interfax.ru\/business\/957196\">Interfax<\/a>.<\/p>\n<p>During the experiment, the regulator must coordinate several steps with Rosfinmonitoring, the FSB, and the Ministry of Finance.<\/p>\n<p>The <a href=\"https:\/\/sozd.duma.gov.ru\/bill\/341257-8\">document<\/a> allows the Central Bank to establish special rules within the experimental program, differing from the existing currency regulation law.\u00a0<\/p>\n<p>Specifically, it concerns the rules for using cryptocurrency as a currency value, including its use for payments under foreign trade agreements between residents and non-residents.<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cCurrent regulation prohibits the use of digital currency as a counter-provision for goods, work, and services. The submitted draft law allows for the removal of this legal barrier,\u201d states the explanatory note.<\/p>\n<\/blockquote>\n<p>Interaction with participants in the experiment will be organized through the Central Bank of Russia&#8217;s website. The specific mechanism for transactions will be outlined in a separate regulatory act by the regulator.<\/p>\n<p>CEO of Indefibank, Sergey Mendeleev, criticized the draft law in his <a href=\"https:\/\/t.me\/mendeleevshina\/4896\">Telegram channel<\/a>, stating that it \u201cexcessively expands the Central Bank&#8217;s rights in establishing the <span data-descr=\"experimental legal regime\" class=\"old_tooltip\">ELR<\/span> for cryptocurrencies.\u201d In his view, effective use of cryptocurrencies in <span data-descr=\"foreign economic activity\" class=\"old_tooltip\">FEA<\/span> is impossible without their free circulation within Russia.\u00a0<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cYou will only make things worse, as with the March amendments that supposedly allowed the use of CFA in FEA, but in reality blocked loopholes for buying and selling digital and other rights and assets for foreign exchange contracts.
