The specialists also intend to seek comments from the Financial System Council, which will convene in the autumn.<\/p>\n<p>The proposals will be refined based on feedback and submitted for government consideration in 2026.<\/p>\n<p>The new rules could be introduced as part of the <a href=\"https:\/\/www.japaneselawtranslation.go.jp\/en\/laws\/view\/2355\/en\">Financial Instruments and Exchange Act<\/a> or a set of regulations for payment instruments under the <a href=\"https:\/\/www.japaneselawtranslation.go.jp\/en\/laws\/view\/3078\/en\">Payment Services Act<\/a>.<\/p>\n<p>In October 2024, a group of Japanese companies <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-10-25\/japan-group-backs-prioritizing-bitcoin-ether-for-crypto-etfs\">published<\/a> a series of proposals regarding the launch of cryptocurrency ETFs focusing on Bitcoin and Ethereum. They also recommended revising the tax policy on digital asset transactions.<\/p>\n<p>In December, Prime Minister Shigeru Ishiba <a href=\"https:\/\/news.yahoo.co.jp\/articles\/5b1883e4ba0b3121f506187a6f14c103f4ff58e4\">noted<\/a> that the government needs to decide whether to simplify cryptocurrency investment for the general public.
