Initially, the bill proposed <a href=\"https:\/\/forklog.com\/en\/news\/russian-state-duma-committee-endorses-aml-regulations-for-digital-ruble\">centralized control<\/a> over asset transactions by the Central Bank. In the final version, this control is shared between the regulator and commercial banks.<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cControl is divided depending on how users will transmit instructions for digital ruble transactions to the platform\u2014through a bank or directly to the operator,\u201d <a href=\"https:\/\/www.cbr.ru\/press\/event\/?id=24612\">commented<\/a> the Central Bank.\u00a0<\/p>\n<\/blockquote>\n<p>Meanwhile, banks will retain functions for client identification, detecting suspicious transactions, and implementing other financial monitoring measures.<\/p>\n<p>The Central Bank, in turn, is empowered to track transactions, categorize clients by risk level, and liaise with supervisory authorities.<\/p>\n<div class=\"wp-block-text-wrappers-update-2 article_update\"><time class=\"gtb_text-wrappers_update_time\">May 23, 2025 | 18:06<\/time><span class=\"gtb_text-wrappers_update_head\">Update: <\/span><\/p>\n<p>Russian President Vladimir Putin has signed the law, reports <a href=\"https:\/\/www.interfax.ru\/russia\/1027420\" title=\"\">Interfax<\/a>. Its provisions will come into effect in June, with some exceptions.<\/p>\n<p>The Bank of Russia is required to annually submit a report on its anti-money laundering functions to the National Financial Council. <\/p>\n<\/div>\n<p>The digital ruble law came into force on August 1, 2023. In the same month, the Central Bank launched a testing program involving 15 banks and about 50 companies at the time of writing.<\/p>\n<p>At the end of 2024, the Bank of Russia, the Ministry of Finance, and the Treasury conducted <a href=\"https:\/\/forklog.com\/en\/news\/russia-tests-digital-ruble-in-budget-operations\">tests of specific operations<\/a> with the asset as part of the budgetary process.<\/p>\n<p>In February, ForkLog <a href=\"https:\/\/forklog.com\/en\/news\/delay-in-launch-of-digital-ruble-in-russia\">reported<\/a> the postponement of the planned <a href=\"https:\/\/forklog.com\/en\/news\/russias-central-bank-sets-timeline-for-digital-ruble-access\">July 1<\/a> mass launch of the digital national currency.
