In just three years, the idea has moved off the page and into the physical world.<\/p>\n<p>In this ForkLog piece, we explore the historical roots of the Network State, the launch of the Network School, Vitalik Buterin\u2019s Zuzalu \u201cpop-up cities\u201d, and why even Liberland\u2019s own citizens are not allowed onto its territory.<\/p>\n<h2 class=\"wp-block-heading\">Separating to unite<\/h2>\n<p>History offers many attempts to build communities parallel to the state: the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Koinon_of_the_Zagorisians\" target=\"_blank\" rel=\"noopener\" title=\"\">Koinon of the Zagorisians<\/a> in the Ottoman Empire, numerous Jesuit missions in the New World, and Jewish kibbutzim in Palestine. Such autonomies required compact settlement within strictly bounded territory. Today the internet makes it possible to create entire states of like\u2011minded people without a fixed geography.<\/p>\n<p>Bitcoin\u2019s arrival in 2008 gave old ideas new impetus. Cypherpunks set about building a fresh technical architecture for a libertarian network, while political activists developed an ideological superstructure to match.<\/p>\n<p>In the late 2000s activist Patri Friedman and hedge\u2011fund manager Peter Thiel popularised the concept of <span data-descr=\"building and living in free communities floating on the high seas outside any particular country's jurisdiction\" class=\"old_tooltip\">seasteading<\/span> cities. They dreamt of ocean colonies that residents could move and reshape at will\u2014much like in the film Waterworld. The attempt fizzled, but the philosophy endured.<\/p>\n<p>Over time, Friedman\u2019s Thiel\u2011backed fund Pronomos Capital invested in several network\u2011state projects\u2014Praxis, Prospera, Itana.<\/p>\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\">\n<div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"The Floating Island Project in French Polynesia explained\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/tPIKR8UDDgo?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div>\n<\/figure>\n<h2 class=\"wp-block-heading\">\u201cA school for untapped talent\u201d<\/h2>\n<p>Balaji Srinivasan, former CTO of Coinbase, proposed his own take on network states. He detailed the idea in the 2022 book The Network State, an eight\u2011year effort.<\/p>\n<p>The project quickly caught on in Silicon Valley. It drew support from investor Marc Andreessen, Coinbase CEO Brian Armstrong, AngelList co\u2011founder Naval Ravikant and Ethereum co\u2011founder Vitalik Buterin.<\/p>\n<p>The Network State seeks to use markets to accelerate social progress: anyone, using modern communications and digital finance, can found a start\u2011up community.<\/p>\n<p>Cryptocurrency underpins economic activity, resident identity and record\u2011keeping, voting and crowdfunding. Land is the Network State\u2019s property in physical space, used by its members. It can be spread around the world as an \u201carchipelago\u201d.<\/p>\n<p>In 2023 The Network Podcast launched, alongside a venture vehicle\u2014Balaji Fund\u2014to back related initiatives. The first serious step toward the concept\u2019s realisation came with the formation of the Network School in 2024.<\/p>\n<p>According to Srinivasan\u2019s <a href=\"https:\/\/balajis.com\/p\/network-school-fellowship\">blog<\/a>, the school is looking for the following candidates:<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cOur ideal hire is someone who understands that a new reality is emerging today: the internet is gaining strength, Asia is rising, and technology has finally decentralized and is no longer concentrated in a single Silicon Valley. As for the specific domain you work on \u2014 that matters less than the depth of your engagement. Some of our candidates will be just starting their careers (for example, high\u2011school graduates or recent PhDs), others will already have experience (open source developers, scientific researchers, early\u2011stage startup participants, instructors in engineering disciplines). But we are flexible in our criteria \u2014 the main thing is that you are technical.\u201d<\/em><\/p>\n<\/blockquote>\n<p>The plan envisages five main stages for the Network School:<\/p>\n<ul class=\"wp-block-list\">\n<li>\u201cStart\u2011up society\u201d (v1 \u2014 completed). An experimental session for 128 participants in Q4 2024. Successful for most participants; a number of comments have been incorporated into the v2 curriculum.<\/li>\n<\/ul>\n<ul class=\"wp-block-list\">\n<li>\u201cSociety as a service\u201d (v2 \u2014 ongoing). In March 2025 a year\u2011long programme for 256 participants was launched. The main difference from the first version is genuine demand for creating a permanent \u201ccloud\u201d community. The primary selection criterion is pioneers ready to build for the long term.<\/li>\n<\/ul>\n<ul class=\"wp-block-list\">\n<li>\u201cSociety from scratch\u201d (v3). In parallel with the launch of v2, a permanent Network School campus is being built next to the current location (apparently the <a href=\"https:\/\/techcrunch.com\/2024\/08\/19\/former-a16z-vc-balaji-srinivasan-obtained-a-private-island-for-his-new-longevity-technocapitalist-school\/\" target=\"_blank\" rel=\"noopener\" title=\"\">rented island<\/a>). It will host thousands of enthusiasts from around the world to learn, train, earn and simply enjoy life.<\/li>\n<\/ul>\n<ul class=\"wp-block-list\">\n<li>\u201cScaling the school\u201d (v4). To create a portable template during construction of the permanent campus, a modular architecture is used that can be openly disseminated and replicated anywhere in the world.<\/li>\n<\/ul>\n<ul class=\"wp-block-list\">\n<li>\u201cBuild your own society\u201d (v5). Many programme participants arrive with original projects that draw on the school\u2019s social, digital and physical templates. The best will receive funding. Under the v2 rules, stays are for one year and run until March 2026.<\/p>\n<p>The residential programme includes regular training, diet and cryo baths under the guidance of \u201clongevity guru\u201d Bryan Johnson.<\/p>\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\">\n<div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Network School v1\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/DO3DVAt5ofA?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div>\n<\/figure>\n<p>Ethereum co\u2011founder and Zuzalu \u201cpop\u2011up cities\u201d co\u2011creator Vitalik Buterin broadly agrees with the Network State\u2019s core concept but has some disagreements with Srinivasan. The main concern is the risk of turning \u201cnetwork states\u201d into clubs for the rich and concentrating too much power in the founder\u2019s hands.<\/p>\n<p>At the Network State Conference 2024 in Singapore, Buterin <a href=\"https:\/\/forklog.com\/en\/news\/vitalik-buterin-highlights-two-challenges-for-network-states\">reminded<\/a> the audience that a network state implies bringing an online community together in the physical world to seek political autonomy. Such organisations are proposed as a potential successor to libertarianism, combining individualism with collective values. In Buterin\u2019s view, two core questions must be solved to make network states work: governance and membership.<\/p>\n<h2 class=\"wp-block-heading\">Zuzalu\u2019s \u201cpop\u2011up cities\u201d<\/h2>\n<p>Inspired by Srinivasan\u2019s ideas, Vitalik Buterin adapted them to current realities, starting with simple multi\u2011month gatherings at various resorts.<\/p>\n<p>The first Zuzalu event ran from March 25th to May 25th 2023 at the Lustica Bay resort in Montenegro. About 200 people took part, with roughly 300 more visiting for one or two weeks. The \u201cpop\u2011up city\u201d was aimed primarily at longevity enthusiasts, cryptographers, AI researchers, entrepreneurs and Network State adherents.<\/p>\n<p>Montenegro\u2019s government is friendly to network states. The country launched a digital\u2011nomad visa programme in 2021 and granted Buterin citizenship a year later.<\/p>\n<p>Apartments cost participants $1,800 a month, including an organisational fee and breakfasts. Check\u2011in was via ZuPass\u2014a \u201cpassport\u201d that generates QR codes with support for zero\u2011knowledge proofs (ZKP).<\/p>\n<p>According to <a href=\"https:\/\/decrypt.co\/143115\/month-inside-vitalik-buterin-social-experiment-zuzalu-really-like\" target=\"_blank\" rel=\"noopener\" title=\"\">Decrypt<\/a> journalist Shuyao Kong, the media wrongly portrayed it as a party for crypto\u2011rich yearning to live forever through technology.<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cThis is far from the truth. Of course, there were longevity supporters who did cold plunges, fasted, and constantly monitored their glucose levels. But most participants, like Vitalik Buterin, were simply trying to live a healthy lifestyle,\u201d she added.<\/em><\/p>\n<\/blockquote>\n<p>In 2025 Zuzalu turned three. In that time the project\u2019s ecosystem has grown to more than 30 \u201cpop\u2011up cities\u201d in Chiang Mai in Thailand, Istanbul, Zanzibar, Ghana, Argentina, India, the United States, Berlin and elsewhere.<\/p>\n<p>Unlike Srinivasan, Buterin believes Network State participants cannot ignore the needs of populations living around network communities. After flooding in Chiang Mai, the Zuzalu team began taking applications to rebuild homes and help disaster victims.<\/p>\n<p>By March 2025 they had raised 5m baht (~$140,000) to support 506 residents. The rebuilding of homes and infrastructure went to plan, with local authorities actively involved.<\/p>\n<p>There are negative reviews, too. Vladimir Prosvirkin, a developer at Aspis Protocol, shared in his <a href=\"https:\/\/mirror.xyz\/vlprosvirkin.eth\" target=\"_blank\" rel=\"noopener\" title=\"\">blog<\/a> his experience of Zuzalu events in Georgia:<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cAt first glance, it seemed that ZuVillage embodied a community that could find a balance between self\u2011governance and common interests. However, several incidents showed that the principles of pluralism and decentralization are under threat.\u201d<\/em><\/p>\n<\/blockquote>\n<p>He says there were at least two cases in which community members were evicted with the use of physical force. In one episode his friend was expelled for rule violations, but in an excessively harsh manner.<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cSuch a response dealt a sharp blow to the purported spirit of ZuVillage, which was supposed to become a model for future societies based on collaboration, inclusivity, and decentralization, rather than a police state that strictly monitors compliance with privacy rules,\u201d Prosvirkin added.<\/em><\/p>\n<\/blockquote>\n<p>In seeking redress he tried Web3 tools. The anonymous discussion platform Agora did not help: he came away with the impression of heavy moderation with comment deletion. He also commented on the ZKP app:<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cAs for ZuPoll, this tool is simply not used for important matters, and [I] received sweet polls like \u2018which cat is the cutest,\u2019 without any real impact on governance or decision\u2011making.\u201d<\/em><\/p>\n<\/blockquote>\n<h2 class=\"wp-block-heading\">President or boss?<\/h2>\n<p>Since the breakup of Yugoslavia, a small territory between Serbia and Croatia on the west bank of the Danube remained <span data-descr=\"no man's land\" class=\"old_tooltip\">terra nullius<\/span>, until on April 13th 2015 Vit Jedli\u010dka and Jana Markovi\u010dov\u00e1 proclaimed the Free Republic of Liberland.<\/p>\n<p>According to the state\u2019s official <a href=\"https:\/\/liberland.org\/\">website<\/a>, by the end of July 800,000 people had applied for citizenship, of whom 1,158 had received passports. Liberland covers roughly 7 sq km, with borders drawn to avoid encroaching on its neighbours.<\/p>\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh7-qw.googleusercontent.com\/docsz\/AD_4nXfgj-P9ipdBqjN_AUFeyJpBZ1o9NRAYbixuBQSgFW0w9PS8scgHUPDyA6hJQ0ev3AzBIQXXnP00UH4Wly0vDmQWw6Ets9BNSq_gKSl9gj_a3S4llkWVyqzh8e9qprMlETow1vSXig?key=XQyTaHp5LOtIS1EcbJG3Ug\" alt=\"The Srinivasan\u2013Buterin Democratic Republic\"\/><figcaption class=\"wp-element-caption\">Liberland\u2019s land and flag. Source: the official Liberland website.<\/figcaption><\/figure>\n<p>Despite this, Jedli\u010dka regularly clashes with Croatian authorities and border guards, who allow no one to set foot on the land, whose only structure is an abandoned fishing hut. Multiple waterborne landings have ended with arrests of the \u201cstate fleet\u2019s\u201d boats and their crews.<\/p>\n<p>In August 2023 Liberland announced via its online newspaper that it had gained access to the territory and begun construction. The grandiose plan envisaged a multifunctional hub with a medical room, a Liberland Hotel designed by Italian architect Sergio Bianchi for $10m, a resort area, a yacht marina and much else that strained credulity.<\/p>\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh7-qw.googleusercontent.com\/docsz\/AD_4nXcuBu2z3rWaxES86EnO-goZB1s97-Z2G0Fl9GFNbiaV0AOpTvBi0f27cXZ187kSfIrnhjYklvbTUsswaXvZKiLsztWeJhLIDoPqXFbOmTFw_sREZV-kUXeFnhIvi__h614JVIyH?key=XQyTaHp5LOtIS1EcbJG3Ug\" alt=\"The Srinivasan\u2013Buterin Democratic Republic\"\/><figcaption class=\"wp-element-caption\">The start of Liberland\u2019s grand development. Source: <a href=\"https:\/\/liberland.org\/news\/678-did-you-know-that-liberland-has-a-newspaper\" target=\"_blank\" rel=\"noopener\" title=\"\">Liberland<\/a>.<\/figcaption><\/figure>\n<p>A month later, according to Liberland\u2019s <a href=\"https:\/\/liberland.org\/news\/490-brutal-croatia-invades-liberland\" target=\"_blank\" rel=\"noopener\" title=\"\">statement<\/a>, the police seized everything: tools, equipment, generators, quad bikes, bicycles and personal belongings.<\/p>\n<p>While physical development has stalled, the virtual side is proceeding as planned. In 2020 Liberland <a href=\"https:\/\/en.cryptonomist.ch\/2020\/02\/03\/liberland-eos-blockchain\/\" target=\"_blank\" rel=\"noopener\" title=\"\">began<\/a> cryptocurrency experiments on the <a href=\"https:\/\/forklog.com\/en\/news\/eos-to-rebrand-as-vaulta-and-launch-new-token\">EOS<\/a> network with its founder, \u201ctrue democracy\u201d proponent Dan Larimer. Today state governance is fully digital. Everything\u2014from voting for ministers to the national digital currency\u2014is built on the <a href=\"https:\/\/forklog.com\/en\/news\/not-a-full-stop-polkadot-readies-upgrades-and-broadens-its-product-suite\">Polkadot<\/a> blockchain.<\/p>\n<p>In October 2024 TRON founder Justin Sun became the first <a href=\"https:\/\/forklog.com\/en\/news\/justin-sun-appointed-prime-minister-of-liberland\">prime minister of Liberland<\/a>. Later, in 2025, it became possible to transfer the Liberland Dollar (LLD) via a <a href=\"https:\/\/forklog.com\/en\/news\/should-we-burn-the-bridges\">bridge<\/a> to Sun\u2019s network.<\/p>\n<p>Liberland has two official cryptocurrencies\u2014LLD and Liberland Merit (LLM). The former is used for transfers and can be involved in financial settlements and operations of companies registered under Liberland\u2019s \u201cjurisdiction\u201d. LLM is for governance\u2014voting.<\/p>\n<p>The state\u2019s main sources of income are investor and philanthropist funds, as well as passport sales. A personal passport costs $10,000; a family passport, $20,000. For now it offers no real social benefits, but it does provide \u201csimplified\u201d business operations via the electronic membership programme (E\u2011Residency card).<\/p>\n<p>In May 2025 a <a href=\"https:\/\/liberland.org\/news\/liberland-to-invest-30-million-in-danube-region\" target=\"_blank\" rel=\"noopener\" title=\"\">plan<\/a> was unveiled to revitalise the shores around Liberland. Backed by international investors and supporters, the initiative envisages equal investments\u2014about $15m per participant\u2014into the border regions of Serbia and Croatia over the next two years.<\/p>\n<p>President Jedli\u010dka is constantly on the road, developing the country and building relationships\u2014seeking investors and opening embassies, of which there are now 77.<\/p>\n<p>The state marked its tenth anniversary nearby\u2014at a rented resort. The community gathered in forest cottages in Apatin, Serbia, on the Danube. This location is listed as one of nine \u201cdiaspora villages\u201d <a href=\"https:\/\/liberland.org\/diaspora-villages\" target=\"_blank\" rel=\"noopener\" title=\"\">scattered around the world<\/a>. Most are in Latin America.<\/p>\n<h2 class=\"wp-block-heading\">Conclusions<\/h2>\n<p>The pejorative <a href=\"https:\/\/en.wikipedia.org\/wiki\/Broligarchy\" target=\"_blank\" rel=\"noopener\" title=\"\">\u201cbroligarchy\u201d<\/a> inevitably springs to mind when reading about popular network states in their current guise. Yet perhaps something similar was said more than 700 years ago, when the first three cantons of the future Swiss Confederation were formed.<\/p>\n<p>It is too early to judge the impact digital associations might have. Many are only in their first stages. Given how long it takes a state to grow into something coherent and worthwhile, it is far too soon to think about the end result. But Srinivasan\u2019s energy, coupled with Buterin\u2019s cool logic and Jedli\u010dka\u2019s determination, could lift the blockchain industry to a new level. What will it be? Evolution will tell.<\/p>\n<p>Moreover, many other projects merit separate review.
