Banning them would hit YouTube"},"content":{"rendered":"<p>Russian telecom operators have received letters from Roskomnadzor demanding information on whether they are connected to Google Global Cache servers. The authenticity of the letters has been confirmed by several large providers.<\/p>\n<p>In its departmental requests, Roskomnadzor refers to the provisions of the law on the Runet isolation.<\/p>\n<div id=\"attachment_112674\" style=\"width: 764px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-112674\" class=\"wp-image-112674 size-full\" src=\"https:\/\/forklog.com\/wp-content\/uploads\/2020-10-09-12.05.53.jpg\" alt=\"\u0420\u043e\u0441\u043a\u043e\u043c\u043d\u0430\u0434\u0437\u043e\u0440 \u0437\u0430\u043f\u0440\u043e\u0441\u0438\u043b \u0438\u043d\u0444\u043e\u0440\u043c\u0430\u0446\u0438\u044e \u043e \u043a\u0435\u0448-\u0441\u0435\u0440\u0432\u0435\u0440\u043e\u0432 Google. \u0418\u0445 \u0437\u0430\u043f\u0440\u0435\u0442 \u0443\u0434\u0430\u0440\u0438\u0442 \u043f\u043e YouTube\" width=\"754\" height=\"760\" srcset=\"https:\/\/forklog.com\/wp-content\/uploads\/2020-10-09-12.05.53.jpg 754w, https:\/\/forklog.com\/wp-content\/uploads\/2020-10-09-12.05.53-298x300.jpg 298w, https:\/\/forklog.com\/wp-content\/uploads\/2020-10-09-12.05.53-150x150.jpg 150w\" sizes=\"auto, (max-width: 754px) 100vw, 754px\" \/><\/p>\n<p id=\"caption-attachment-112674\" class=\"wp-caption-text\">Source: Telegram channel \u00ab\u0417\u0430\u0422\u0435\u043b\u0435\u043a\u043e\u043c\u00bb.<\/p>\n<\/div>\n<p>However, according to Mikhail Klimarev, executive director of the Internet Defence Organisation, these letters are likely politically motivated:<\/p>\n<blockquote>\n<p>\u201cRoskomnadzor cannot currently control Google&#8217;s servers and, accordingly, has no ability to press the company to remove content that is undesirable to the authorities,\u201d he explained to ForkLog.<\/p>\n<\/blockquote>\n<p>The experts also note the unusually short deadline for fulfilling the request\u2014less than a week, whereas operators are usually given at least a month.<\/p>\n<blockquote>\n<p>\u201cLarge operators may simply not know where Google\u2019s servers are physically located,\u201d says Mikhail Klimarev.<\/p>\n<\/blockquote>\n<p>ForkLog has sought comment from Roskomnadzor.<\/p>\n<p>Caching nodes of Google Global Cache (GGC) <a href=\"https:\/\/habr.com\/ru\/company\/vasexperts\/blog\/340846\/\" target=\"_blank\" rel=\"noopener noreferrer\">are installed<\/a> in the networks of large internet providers, a significant share of whose traffic consists of Google&#8217;s resource\u2011intensive services, such as YouTube and Google Maps.<\/p>\n<p>On the servers, popular content is temporarily stored, which users frequently request. This allows not fetching it every time directly from Google\u2019s data centre, but loading the first copy.<\/p>\n<p>If you abandon GGC, the load on Google&#8217;s servers and the provider&#8217;s backbone would increase.<\/p>\n<p>The main hit would come from the video hosting platform YouTube. Without GGC, video files would load more slowly, and the site&#8217;s load time would increase. Because of bandwidth constraints, users would lose the ability to watch videos in high resolution.<\/p>\n<p>GGC also helps save on traffic processed in the provider\u2019s data centre and that does not leave the internal network. With its removal, this traffic would become billable, which could lead to higher Internet prices or even a rollback of unlimited plans.<\/p>\n<p>In autumn 2017 Roskomnadzor already <a href=\"https:\/\/meduza.io\/news\/2017\/09\/20\/fsb-i-roskomnadzor-predupredili-provayderov-o-nezakonnosti-serverov-google-global-cache\" target=\"_blank\" rel=\"noopener noreferrer\">attempted<\/a> to ban Google Global Cache, arguing that the servers require certification. Violators faced fines of up to 300,000 rubles. One of the first to be fined by Roskomnadzor was the Chita branch of TransTeleCom.<\/p>\n<p>As noted, the law on Runet isolation came into force on 1 November 2019, but the implementation of its provisions has been postponed until 2021. At least 30 billion rubles will be allocated from the state budget to implement the law.<\/p>\n<p>In December 2019, in the Urals, DPI equipment testing necessary for implementing the law took place.
