One of the bill&#8217;s initiators was Anatoly Aksakov, chair of the Financial Market Committee.<\/p>\n<p>Under the amendment, individuals would have the right to use non-personalized electronic means of payment to transfer electronic money to individuals, legal entities and individual entrepreneurs.<\/p>\n<p>The National Payment System law applies only to electronic wallets \u042eMoney, Qiwi Wallet, WebMoney, PayPal, VK Pay and others.<\/p>\n<p>As of 3 August, Russian users <a href=\"https:\/\/forklog.com\/en\/news\/opinion-ban-on-anonymous-replenishment-of-electronic-wallets-will-not-affect-russias-p2p-market\">anonymous top-ups are prohibited<\/a> to electronic wallets through payment terminals and offices of telecom operators.
