Federal and regional operators report systemic outages caused by equipment with deep packet inspection (DPI) functionality installed under the so-called law on the sovereign Runet.<\/p>\n
Sources at Obit, a major regional operator, told \u00ab\u042a\u00bb<\/a> that the outage was caused by DPI. According to them, the equipment was installed at Roskomnadzor’s request \u201cin conflict with Obit’s equipment and the global network\u201d.<\/p>\n To restore operation during the outage, the company removed DPI from the traffic-passing scheme, sources noted. Official representatives of \u201cObit\u201d declined to comment.<\/p>\n Roskomnadzor is aware of the incident at \u201cObit\u201d:<\/p>\n \u00a0\u201cAfter three hours, the operation of threat countermeasures resumed in normal mode,\u201d the agency said.<\/p>\n<\/blockquote>\n Roskomnadzor stressed that independently changing the parameters of such equipment is a violation of the law and is punishable by a fine of up to 1 million rubles.<\/p>\n Representatives of the Ministry of Digital Development stated that \u201cthe owner of the infrastructure is responsible for the outage.\u201d However, who exactly is meant remains unclear \u2014 the infrastructure of its network is owned by Obit, but the equipment belongs to Roskomnadzor.<\/p>\n Another source from one of the large telecom operators also reported outages due to the DPI equipment.
