{"id":49984,"date":"2025-09-02T15:31:59","date_gmt":"2025-09-02T12:31:59","guid":{"rendered":"https:\/\/forklog.com\/en\/?p=49984"},"modified":"2025-09-02T15:35:13","modified_gmt":"2025-09-02T12:35:13","slug":"bitcoin-regulation-could-yield-10-billion-for-ukraine-experts-say","status":"publish","type":"post","link":"https:\/\/forklog.com\/en\/bitcoin-regulation-could-yield-10-billion-for-ukraine-experts-say\/","title":{"rendered":"Bitcoin Regulation Could Yield $10 Billion for Ukraine, Experts Say"},"content":{"rendered":"<p>In the absence of comprehensive regulation of the cryptocurrency market, Ukraine has lost at least $10 billion in stolen funds and unrealized tax revenues, according to a <a href=\"https:\/\/static.rusi.org\/ukraine-ppps-taskforce-second-report-august-2025.pdf\">report<\/a> by the Royal United Services Institute (RUSI).<\/p>\n<p>Analysts highlight the main risks as:<\/p>\n<ul class=\"wp-block-list\">\n<li>uncontrolled operations of over-the-counter (OTC) platforms;<\/li>\n<li>the role of cryptocurrencies in financing the purchase of sanctioned components for the Russian military;<\/li>\n<li>the activities of money mules.<\/li>\n<\/ul>\n<p>According to experts, OTC services are increasingly used to circumvent international sanctions, including the purchase of dual-use components for the Russian army.<\/p>\n<p>The report names the messaging app Telegram as one of the most popular platforms where Russian entities conduct illegal crypto operations, including those related to drug trafficking.<\/p>\n<p>Money mules, according to RUSI&#8217;s estimates, siphon $24 million from the Ukrainian budget monthly.<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cIn 2024, banks closed 80,000 \u2018drop\u2019 accounts, but criminals continue to lure impoverished citizens, laundering money for just $120,\u201d the study states.<\/p>\n<\/blockquote>\n<p>Analysts urged local authorities to recognize the link between cybercrime and illegal financing and to establish clear regulatory rules.<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cInaction could result in Ukraine remaining a hub for laundering Russian money, while simultaneously deterring legitimate startups with excessive taxation and corruption,\u201d the authors declared.<\/p>\n<\/blockquote>\n<p>They predict that improved oversight could return up to $10 billion to the country&#8217;s budget.<\/p>\n<p>In August 2023, specialists from the Bureau of Economic Security estimated that Ukraine missed out on about $81 million in taxes from the activities of local bitcoin exchanges over 10 years.<\/p>\n<p>The enactment of the law \u201cOn Virtual Assets,\u201d approved in 2021, has been postponed until the taxation of crypto operations is established.<\/p>\n<p>In May 2025, the Office of the President of Ukraine blocked the consideration of a <a href=\"https:\/\/forklog.com\/en\/news\/ukrainian-parliament-urged-to-consider-cryptocurrency-tax-bill\">bill<\/a> on the regulation of digital currencies in the country.
