He wrote this on his <a href=\"https:\/\/t.me\/olegderipaska\/324\">Telegram channel<\/a>.<\/p>\n<p>In his view, the United States has long understood that unregulated digital payments could threaten the dollar, and also &#8216;undermine the effectiveness of the entire sanctions mechanism&#8217;.<\/p>\n<p>Deripaska mentioned a <a href=\"https:\/\/home.treasury.gov\/system\/files\/136\/Treasury-2021-sanctions-review.pdf\">document<\/a> on sanctions by the U.S. Treasury, in which these risks are described.<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cI wonder, did they read this document at the Bank of Russia? Or do they operate on the principle &#8216;what we do not see does not exist&#8217;?
