ForkLog was told this by representatives of the Estonian Money Laundering Data Bureau (RAB).<\/p>\n<p>The Financial Intelligence Unit began an audit of Garantex Europe O\u00dc in December 2021. According to Matis M\u00e4eker, head of RAB, the company drew the regulator&#8217;s attention with an annual turnover exceeding \u20ac5 billion, as well as links to Russia and other high-risk countries.<\/p>\n<p>RAB specialists established that the exchange had taken \u201cinadequate\u201d measures to prevent money-laundering and terrorist-financing risks. Among them were a shortage of staff, an ill-conceived <span data-descr=\"the amount of risk that the company can bear based on its financial and operational capabilities, growth rates and profitability expectations from stakeholders\" class=\"old_tooltip\">risk appetite<\/span> strategy, and violations of internal control procedures.<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cMore than 90% of Garantex users did not pass identity checks. Some of the clients listed as individuals turned out to be legal entities providing services to other clients. The turnover of some of them ranged from \u20ac20 million to \u20ac100 million,\u201d the Bureau said.<\/p>\n<\/blockquote>\n<p>The trading platform systematically failed to notify RAB of suspicious operations related to money laundering or the financing of terrorism. It was also established that the assets moved through Garantex Europe O\u00dc were linked to criminal activity or wallets used by criminals for illicit purposes.<\/p>\n<p>Because the identified deficiencies would have led to the revocation of the company&#8217;s license to carry out business activities at the end of the proceedings, Garantex Europe O\u00dc voluntarily relinquished it, according to RAB. Its license had been valid from 27 November 2020 to 24 February 2022.<\/p>\n<p>In ForkLog&#8217;s comment, representatives of Garantex Europe O\u00dc explained their decision by the entry into force of <a href=\"https:\/\/www.riigikogu.ee\/ru\/obzory-zasedanij\/rijgikogu-vnes-izmeneniya-v-zakon-o-rynke-elektroenergii\/\">new licensing rules<\/a> for cryptocurrency exchange activity in Estonia.<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cIn agreement with the Estonian regulator, we surrendered the old license for reissuance under the new rules,\u201d they said.<\/p>\n<\/blockquote>\n<p>As Chainalysis noted in mid-February, <a href=\"https:\/\/forklog.com\/en\/news\/chainalysis-names-moscow-city-firms-linked-to-laundering-cybercriminals-funds\">more than $645 million<\/a>, related to suspicious transactions during 2019-2021, passed through Garantex.
