The decision is based on a mischaracterisation of terms,\u201d she noted.<\/p>\n<\/blockquote>\n<p>Abashina added that the Information Law does not provide for banning any technologies; such a blockade is carried out extrajudicially. However, in the case of Tor, no one initiated or followed this procedure.<\/p>\n<p>In December 2021, <a href=\"https:\/\/forklog.com\/en\/news\/russia-begins-blocking-tor\">reports began to surface<\/a> of the Tor blockade in Russia. The formal basis for restricting access was the Saratov District Court&#8217;s 2017 decision.<\/p>\n<p>Lawyers from Roskomsvoboda <a href=\"https:\/\/forklog.com\/en\/news\/roskomsvoboda-appeals-tor-blockage-in-russia\">appealed the blocking<\/a>. In May 2022, the appellate court <a href=\"https:\/\/forklog.com\/en\/news\/court-overturns-ruling-blocking-the-tor-project-site-in-russia-and-refers-case-for-reconsideration\">overturned the Saratov court&#8217;s decision<\/a>.
