{"id":9057,"date":"2020-06-17T18:02:17","date_gmt":"2020-06-17T15:02:17","guid":{"rendered":"https:\/\/forklog.media\/?p=9057"},"modified":"2020-06-18T19:50:12","modified_gmt":"2020-06-18T16:50:12","slug":"the-u-s-flies-drones-and-spy-planes-over-american-cities-to-surveil-protesters-and-maybe-more","status":"publish","type":"post","link":"https:\/\/forklog.com\/en\/the-u-s-flies-drones-and-spy-planes-over-american-cities-to-surveil-protesters-and-maybe-more\/","title":{"rendered":"The U.S. Flies Drones and Spy Planes Over American Cities to Surveil Protesters and Maybe More"},"content":{"rendered":"<p>As the civil protests in the U.S. continue, the Project on Government Oversight (POGO) <a href=\"https:\/\/www.pogo.org\/analysis\/2020\/06\/millions-turn-out-to-protest-and-the-government-watches-from-above\/\">reported<\/a> that a military-class drone was surveilling the protesters in Minneapolis in late May.<\/p>\n<p><!--more--><\/p>\n<p>The drone was operated by Customs and Border Protection (CBP) and flew at the altitude of 6 km (20,000 ft) in a hexagonal shape. Notably, the Minneapolis downtown that was under drone surveillance is outside of the area where CBP is authorized to operate. For now, it is still unclear which agency has authorized the operation.<\/p>\n<h2>Inside the Drone<\/h2>\n<p>The POGO also reported that the drone designated Predator B was equipped with electro-optical infrared cameras, landscape-change hi-res scanners, and a radio system.<\/p>\n<p>Still, the watchdog noted that while the equipment above is a standard package, the drone can also be equipped with devices that geolocate cell-phones.<\/p>\n<p>Martin Shelton of Freedom of Press Foundation also <a href=\"https:\/\/www.vice.com\/en_us\/article\/y3zvwj\/military-fbi-flying-surveillance-planes-george-floyd-protesters\">noted<\/a> that \u201cit\u2019s likely that some of these planes are outfitted with a Dirtbox or a similar technology,\u201d which is designed to intercept calls and messages, as well as identify phone numbers.<\/p>\n<p>While there is no evidence that such devices have actually been used, there are reasonable concerns that their security is not sufficient.<\/p>\n<h2>Data Protection and Privacy Are Not on the Table<\/h2>\n<blockquote><p><b><i>\u201cThe agency has failed to safeguard surveillance video and photographic data collected through this drone program, leaving the data exposed for potential abuse,\u201d<\/i><\/b> <i>the situation analysis from the POGO reads.\u00a0<\/i><\/p><\/blockquote>\n<p>This view is <a href=\"https:\/\/www.dhs.gov\/sites\/default\/files\/publications\/UAS%20Best%20Practices.pdf\">echoed<\/a> by an earlier report titled <i>Protecting Privacy, Civil Rights, and Civil Liberties in Unmanned Aircraft Systems Programs<\/i> by the Department of Homeland Security. In 2015, the department advised against collecting or retaining data gathered by drones \u201c solely for the purpose of monitoring activities protected by the U.S. Constitution.\u201d<\/p>\n<p>Three years later, though, the general inspector of the Homeland Security <a href=\"https:\/\/www.oig.dhs.gov\/sites\/default\/files\/assets\/2018-09\/OIG-18-79-Sep18.pdf\">stated<\/a> that CBP \u201chas not ensured effective safeguards for surveillance information, such as images and video, collected on and transmitted from its unmanned aerial systems.\u201d<\/p>\n<p>Meanwhile, CBP <a href=\"https:\/\/www.cbp.gov\/newsroom\/speeches-and-statements\/cbp-statement-amo-unmanned-aircraft-system-minneapolis\">acknowledged<\/a> that they have been flying the drone saying that it was used to provide assistance to ground law enforcement \u201cgiving them situational awareness, maximizing public safety, while minimizing the threat to personnel and assets.\u201d<\/p>\n<p>CBP was not the sole agency to use the aid of unmanned aerial vehicles, though. The Associated Press reports <a href=\"https:\/\/apnews.com\/4b3f220e33b64123a3909c60845da045\/fbi-behind-mysterious-surveillance-aircraft-over-us-cities\">suggest<\/a> that the FBI and some other federal law enforcement agencies fly surveillance planes over American cities that are technically owned by front companies with confusing ownership.<\/p>\n<h2>The House Reacts<\/h2>\n<p>The news prompted certain U.S. lawmakers to voice their protest and request greater accountability from the government.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Now <a href=\"https:\/\/twitter.com\/VICE?ref_src=twsrc%5Etfw\">@VICE<\/a> reporting that <a href=\"https:\/\/twitter.com\/CBP?ref_src=twsrc%5Etfw\">@CBP<\/a> is sending predator drones over <a href=\"https:\/\/twitter.com\/hashtag\/GeorgeFloyd?src=hash&amp;ref_src=twsrc%5Etfw\">#GeorgeFloyd<\/a> protests in Minneapolis.<\/p>\n<p>This is what happens when leaders sign blank check after blank check to militarize police, CBP, etc while letting violence go unchecked.<\/p>\n<p>We need answers. And we need to defund. <a href=\"https:\/\/t.co\/tfBZFRNI9G\">https:\/\/t.co\/tfBZFRNI9G<\/a><\/p>\n<p>&mdash; Alexandria Ocasio-Cortez (@AOC) <a href=\"https:\/\/twitter.com\/AOC\/status\/1266422625032642563?ref_src=twsrc%5Etfw\">May 29, 2020<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>On top of that, CBP received letters from the House Committee on Homeland Security and the House Committee on Oversight and Reform that requested the agency to provide details as to the employment of the drone.<\/p>\n<p>Echoing those concerns is the <a href=\"https:\/\/www.aclu.org\/press-releases\/aclu-statement-ice-and-cbp-deployment\">statement<\/a> from Andrea Flores, deputy director of immigration policy at the American Civil Liberties Union, where she said:<\/p>\n<blockquote><p><b><i>\u201cCBP shouldn\u2019t be flying drones over American cities, period, especially given the agency\u2019s lack of existing privacy protections and the impact that the use of military technology will have on First Amendment rights.\u201d<\/i><\/b><\/p><\/blockquote>\n<h2>Meanwhile in China<\/h2>\n<p>Using drones to surveil people is not novel, though. China has been known for using the drones and other remotely-controlled flying devices on a mass scale for years. Some of those drones, to an astonishing proof of an urban legend, were actually <a href=\"https:\/\/www.theatlantic.com\/international\/archive\/2018\/08\/china-surveillance-technology-muslims\/567443\/\">disguised as birds<\/a>.<\/p>\n<p>China uses drones to track down minorities like <a href=\"https:\/\/forklog.com\/en\/oppressed-ethnic-minorities-technology-and-you\/\">Uyghur Muslims<\/a> or <a href=\"https:\/\/www.cnn.com\/2019\/10\/01\/china\/china-cave-drone-intl-hnk-scli\/index.html\">fugitives<\/a>, as well as <a href=\"https:\/\/www.buzzfeednews.com\/article\/beimengfu\/cops-in-china-are-using-drones\">control traffic<\/a> and <a href=\"https:\/\/time.com\/3914087\/china-drones-cheating-exams\/\">monitor students<\/a> during entrance exams to prevent cheating. Just as in the U.S., China also employs drones to maintain control over the border and trace illegal crossings.<\/p>\n<p>During the coronavirus outbreak, the number of drones over Chinese cities and rural areas has increased dramatically. Some of them are used not just for surveillance but also for public announcements. Certain reports, like that of the South China Morning Post, <a href=\"https:\/\/www.scmp.com\/tech\/big-tech\/article\/3048786\/coronavirus-spreads-chinese-drones-drop-disinfectant-and-disperse\">suggest<\/a> that drones are also used for the facilitation of medical inspections.<\/p>\n<p>That being said, the role of unmanned aerial vehicles has become much greater in civil life over the past few years. This raises the question of government accountability on top of the more obvious one on maintaining the privacy of personal lives.
