Sector funds also slid: SL Green Realty lost over 6%, Vornado Realty Trust about 7%.<\/p>\n<p>Talk has turned to a potential exodus of wealthy investors, notably crypto whales, to states with friendlier business climates. ForkLog examines what the rise of a <a href=\"https:\/\/x.com\/Razarumi\/status\/1937957911181050028\">\u201cfar-left radical and crazy communist\u201d<\/a> (as President Donald Trump called Mamdani) might mean for the world\u2019s financial capital.<\/p>\n<h2 class=\"wp-block-heading\"><strong>Who is Zohran Mamdani and what is he proposing?<\/strong><\/h2>\n<p>Zohran Kwame Mamdani was born on October 18, 1991, in Kampala, Uganda. He graduated from the Bronx High School of Science and earned a bachelor\u2019s degree in African Studies from Bowdoin College. He <a href=\"https:\/\/timesofindia.indiatimes.com\/etimes\/trending\/zohran-mamdani-ethnicity-indian-origin-ugandan-soul-nyc-gritthe-mayoral-nominees-wildly-global-political-dna\/articleshow\/122065876.cms\">practises Shia Islam<\/a>.<\/p>\n<p>Before entering politics, he worked in Queens as a counsellor helping households avoid foreclosure.\u00a0<\/p>\n<p>Since January 2021 he has served in the New York State Assembly for the 36th district (Astoria and Long Island City, Queens).\u00a0<\/p>\n<p>In 2025 he became the Democratic Party\u2019s candidate for mayor.\u00a0<\/p>\n<p>His <a href=\"https:\/\/www.zohranfornyc.com\/\">core policy planks<\/a> include:\u00a0<\/p>\n<ul class=\"wp-block-list\">\n<li>housing justice: tighter rent regulation, support for landlords and tenants;<\/li>\n<li>transport: free bus routes, better public transit;<\/li>\n<li>economy and taxes: higher levies on corporations and the ultra-wealthy, resource redistribution;<\/li>\n<li>social justice: criticism of prevailing models of international policy, focus on the rights of Indigenous peoples and diasporas.<\/li>\n<\/ul>\n<p>He proposes lifting the state\u2019s top corporate tax rate to 11.5%, adding a 2% city income tax for residents earning over $1 million, and tightening oversight of public procurement and debt collection. According to his campaign\u2019s <a href=\"https:\/\/drive.google.com\/file\/d\/14-aM9DKG337SDMilmfQtLRR-pDwyWSTc\/view\">estimates<\/a>, these measures would raise about $10 billion a year.<\/p>\n<p>The proceeds are earmarked for free childcare and buses, and the construction of 200,000 new units of permanent affordable housing.<\/p>\n<p>Mamdani campaigns aggressively on social media, posting videos in languages of minority communities <a href=\"https:\/\/www.aljazeera.com\/economy\/2025\/7\/17\/how-zohran-mamdani-reached-a-multilingual-multicultural-new-york?utm_source=chatgpt.com\">including<\/a> Arabic, Hindi, Urdu and Bengali. I look forward to the future,\u201d the statement said.<\/p>\n<\/blockquote>\n<p>Mamdani <a href=\"https:\/\/x.com\/ZohranKMamdani\/status\/1907521266640454032\">responded sceptically<\/a>, citing reports that as a consultant to exchange OKX Mr Cuomo <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-04-02\/cuomo-advised-crypto-exchange-okx-on-its-response-to-us-probe\">may have played a key role<\/a> in the platform\u2019s settlement with the US government <a href=\"https:\/\/forklog.com\/en\/news\/okx-to-pay-over-504-million-in-u-s-justice-department-settlement\">for $504 million<\/a> in February.\u00a0<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cCuomo\u2019s ties to the world of crypto represent a conflict of interest. He also voiced readiness to engage with Big Tech to attract investment and talent to the city.<\/p>\n<h2 class=\"wp-block-heading\"><strong>Why is Wall Street spooked?<\/strong><\/h2>\n<p>New York remains America\u2019s biggest city economy. In 2023 the metro area generated $2.3 trillion of GDP. According to the <a href=\"https:\/\/www.nyc.gov\/assets\/planning\/downloads\/pdf\/our-work\/reports\/new-york-city-population-estimates-and-trends_may-2025.pdf\">Department of City Planning<\/a>, as of July 1, 2024, the city\u2019s population was 8.47 million.<a href=\"https:\/\/www.nyc.gov\/assets\/planning\/downloads\/pdf\/our-work\/reports\/new-york-city-population-estimates-and-trends_may-2025.pdf?utm_source=chatgpt.com\"> <\/a>Henley &#038; Partners <a href=\"https:\/\/www.henleyglobal.com\/publications\/wealthiest-cities-2024\">counted<\/a> 349,500 millionaires \u2014 the highest tally in the world.<\/p>\n<p>In fiscal 2024 the city collected <a href=\"https:\/\/comptroller.nyc.gov\/wp-content\/uploads\/documents\/QCR-4Q24.pdf\">$15.9 billion of personal income tax<\/a>. By <a href=\"https:\/\/cbcny.org\/research\/hidden-cost-new-yorks-shrinking-millionaire-share\">some estimates<\/a>, 40% of that comes from the top 1% of earners. The assessed value of taxable property over the same period was <a href=\"https:\/\/www.nyc.gov\/assets\/operations\/downloads\/pdf\/mmr2024\/dof.pdf\">above $1.5 trillion<\/a>.<\/p>\n<p>The unemployment rate in January 2024 <a href=\"https:\/\/www.ibo.nyc.gov\/assets\/ibo\/downloads\/pdf\/press-releases\/2024\/ibo-econ-forecast-press-release-feb-2024.pdf?utm_source=chatgpt.com\">stood at 5.4%<\/a>, versus 3.7% nationwide. The poverty rate in 2022 was <a href=\"https:\/\/s-media.nyc.gov\/agencies\/dcp\/assets\/files\/pdf\/data-tools\/census\/acs\/dcp-nyc-highlights-from-the-2023-acs.pdf?utm_source=chatgpt.com\">18%<\/a>.<\/p>\n<p>These figures underscore wide social inequality amid vast economic heft \u2014 a setting sensitive to tax and rent reforms.<\/p>\n<p>Business and finance have voiced a raft of concerns about Mr Mamdani\u2019s programme:<\/p>\n<ol class=\"wp-block-list\">\n<li><strong>Tax burden and corporate levies. <\/strong>Proposed rate hikes are seen by the business elite as a <a href=\"https:\/\/www.reuters.com\/world\/us\/wall-street-has-misgivings-about-mamdani-mayor-prepares-collaboration-2025-10-31\/\">direct threat to profits<\/a> and to companies\u2019 incentive to keep headquarters and operations in the city, undermining New York\u2019s competitiveness.<\/li>\n<li><strong>Risk to business activity. <\/strong>Pushy reforms could drive talent to jurisdictions with more predictable tax and regulatory regimes.<\/li>\n<li><strong>Weaker investment climate. <\/strong>In the short run, private investment may slow, <span data-descr=\"Mergers and acquisitions\" class=\"old_tooltip\">M&#038;A<\/span> deals may be delayed and major commercial projects postponed.<\/li>\n<li><strong>Rent policy and real estate. <\/strong>A rent freeze would <a href=\"https:\/\/www.businessinsider.com\/zohran-mamdani-wants-to-freeze-rents-heres-why-its-controversial-2025-7\">hobble the economics<\/a> of new projects and curb developer spending on building and refurbishment, shrinking supply over time.<\/li>\n<li><strong>Municipal-bond yields.<\/strong> Political uncertainty could force the city to pay a risk premium, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-10-31\/nyc-bond-investors-urged-to-stay-calm-over-mamdani-fears\">raising borrowing costs<\/a> for a spell.<\/li>\n<li><strong>Political and geopolitical rhetoric.<\/strong> Mamdani backs the <a href=\"https:\/\/ru.wikipedia.org\/wiki\/BDS\">Boycott, Divestment, Sanctions<\/a> movement and has publicly called for ending city pension funds\u2019 investments in Israeli bonds.<\/li>\n<\/ol>\n<p>According to trader Vladimir Koen, Wall Street\u2019s fears are understandable, since the stock market \u201ctraditionally feeds New York\u201d.\u00a0<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cA high concentration of wealthy people provides the bulk of the city\u2019s tax revenues. At the same time, there is a trend of large capital moving to low-tax states \u2014 Texas and Florida. Since 2020, more than 150 companies with a combined market capitalisation of more than $1 trillion have already left New York. Mamdani\u2019s rise to power will only accelerate this process,\u201d the expert told ForkLog.<\/p>\n<\/blockquote>\n<p>He called higher taxes risky for crypto firms too:<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cDoing business in New York is already expensive due to high rents and wages. Corporations will find it unprofitable to stay if taxes rise. That applies to crypto companies, of which there are quite a few in the city.\u201d\u00a0<\/p>\n<\/blockquote>\n<p>He noted that in 2015 New York state became the first to introduce BitLicense, a business licence issued by the Department of Financial Services (NYDFS). Holders include exchanges Gemini, bitFlyer and Bullish; Paxos, Circle, Bakkt, Block (Square) and Robinhood Crypto; platforms Ripple, NYDIG and Fidelity Digital Assets; and payments firm PayPal.<\/p>\n<p>The state is actively advancing crypto initiatives. In September the NYDFS <a href=\"https:\/\/www.dfs.ny.gov\/reports_and_publications\/press_releases\/pr20250917\">expanded requirements<\/a> for banks to use blockchain-analytics tools when handling virtual currencies. The regulator also <a href=\"https:\/\/www.arnoldporter.com\/en\/perspectives\/advisories\/2025\/10\/new-crypto-guidance-on-custody-and-blockchain-analytics\">updated guidance<\/a> for financial institutions that provide crypto custody.\u00a0<\/p>\n<p>New York City has <a href=\"https:\/\/www.nyc.gov\/mayors-office\/news\/2025\/10\/executive-order-57\">created<\/a> an Office of Digital Assets and Blockchain Technologies.<\/p>\n<p>Under consideration are:\u00a0<\/p>\n<ul class=\"wp-block-list\">\n<li>bill <a href=\"https:\/\/www.nysenate.gov\/legislation\/bills\/2025\/A7788#:~:text=Establishes%20that%20state%20agencies%20are,and%20bitcoin%20cash%20as%20payment\">A7788<\/a>, which would allow state agencies to accept payments, fines and fees in cryptocurrencies;<\/li>\n<li>bill <a href=\"https:\/\/www.nysenate.gov\/legislation\/bills\/2025\/A8966\">A8966<\/a>, introducing a 0.2% tax on transactions in digital assets and <a href=\"https:\/\/forklog.com\/en\/news\/what-are-nfts\">NFTs<\/a>.<\/li>\n<\/ul>\n<p>Given Mamdani\u2019s cautious stance on digital innovation, a victory would likely bring tighter compliance oversight of crypto, with public inspections of major platforms possible. Web3 projects that demonstrate clear benefits for residents (for example, blockchain for rights verification, benefits delivery, or subsidy accounting) could find support. New taxes would lift operating costs for local services.<\/p>\n<p>It is important to note that New York\u2019s mayor wields considerable administrative influence over city offices, procurement, pilots and payment practices, but cannot unilaterally change state-level rules.\u00a0<\/p>\n<h2 class=\"wp-block-heading\"><strong>Is the panic overdone?<\/strong><\/h2>\n<p>Analysts at <a href=\"https:\/\/www.gwkinvest.com\/insight\/municipal-bond\/new-york-city-strong-fiscal-controls-outweigh-political-promises\">GW&#038;K Investment Management<\/a> and <a href=\"https:\/\/am.jpmorgan.com\/us\/en\/asset-management\/institutional\/insights\/portfolio-insights\/fixed-income\/fixed-income-perspectives\/the-case-for-the-big-apple\">JPMorgan<\/a> argue that the mayor\u2019s limited powers and robust fiscal controls cushion the impact of Mr Mamdani\u2019s rhetoric.\u00a0<\/p>\n<p>They point to the <a href=\"https:\/\/www.nysenate.gov\/legislation\/laws\/FEA\/-CH0\">New York City Financial Emergency Act<\/a>, which requires a balanced budget and forbids deficit spending. It mandates financial planning and reporting, limits taxation, and bans borrowing for operating purposes.\u00a0<\/p>\n<p>This framework reduces the risk of unilateral mayoral moves. Major changes to taxes and spending need approval from the city council, the state and, in some cases, the courts.<\/p>\n<p>JPMorgan has <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-10-31\/nyc-bond-investors-urged-to-stay-calm-over-mamdani-fears\">stressed<\/a> that even if Mr Mamdani\u2019s campaign ideas become policy, it will not happen overnight, and the impact on the city\u2019s credit should remain limited.<\/p>\n<p>Market reaction, <a href=\"https:\/\/www.bloomberg.com\/news\/features\/2025-10-30\/rich-new-yorkers-who-fear-higher-taxes-have-nowhere-else-to-go\">Bloomberg<\/a> argues, has been more emotional than rational. While some wealthy residents loudly vow to leave, a mass exodus is unlikely: the rich are tied to the city by property, business, infrastructure and family.<\/p>\n<p>In September Governor Kathy Hochul endorsed Mr Mamdani, <a href=\"https:\/\/www.nytimes.com\/2025\/09\/14\/opinion\/hochul-endorsement-mamdani.html\">stating<\/a> she intends to keep New York the world\u2019s economic centre. She noted that she differs with the candidate on some issues and reserves the right \u201cto openly disagree and argue vigorously.\u201d<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cHowever, given the appalling and destructive policies that Washington is pursuing on a daily basis, I needed to know that the next mayor would not be someone who will cede even an inch to President Trump,\u201d Hochul said.<\/p>\n<\/blockquote>\n<p>City hall history suggests that after elections, bold declarations turn into compromise \u2014 partial reforms, limited reallocations and local pilots.\u00a0<\/p>\n<p>Analysts concur that the risks to the city\u2019s economy are more political-psychological than mechanical, and counsel against panic.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Zohran Mamdani is the favourite to become New York\u2019s mayor.
