Yet it is best remembered for a string of scandals.<\/p>\n<p>ForkLog examines the imprint the once-ambitious project left on US governance\u2014and where crypto fits in.<\/p>\n<h2 class=\"wp-block-heading\"><strong>How did it begin?<\/strong><\/h2>\n<p>The idea of DOGE first surfaced in August 2024 during an <a href=\"https:\/\/forklog.com\/en\/news\/trumps-interview-with-musk-omits-cryptocurrency-meme-token-market-declines\">interview<\/a> between Musk and Donald Trump. The entrepreneur volunteered to lead a special unit to streamline government, and the then presidential candidate backed the initiative.<\/p>\n<p>Soon after, Musk <a href=\"https:\/\/x.com\/elonmusk\/status\/1825723913051000851\">posted<\/a> an image of himself at a podium labeled Department of Government Efficiency with the acronym D.O.G.E. In his caption, the billionaire wrote: \u201cI am willing to serve.\u201d<\/p>\n<blockquote class=\"twitter-tweet\">\n<p lang=\"en\" dir=\"ltr\">I am willing to serve <a href=\"https:\/\/t.co\/BJhGbcA2e0\">pic.twitter.com\/BJhGbcA2e0<\/a><\/p>\n<p>\u2014 Elon Musk (@elonmusk) <a href=\"https:\/\/twitter.com\/elonmusk\/status\/1825723913051000851?ref_src=twsrc%5Etfw\">August 20, 2024<\/a><\/p><\/blockquote>\n<p> <script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>In November 2024, by then president-elect, Trump <a href=\"https:\/\/forklog.com\/en\/news\/elon-musk-to-lead-new-us-government-efficiency-department\">introduced<\/a> Musk and entrepreneur Vivek Ramaswamy as heads of a new federal body. <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/establishing-and-implementing-the-presidents-department-of-government-efficiency\/\">An order on January 20, 2025<\/a> created a temporary agency within the United States Digital Service (<span data-descr=\"United States Digital Service\" class=\"old_tooltip\">USDS<\/span>). Its operations were slated to end on July 4, 2026\u2014America\u2019s 250th Independence anniversary.<\/p>\n<p>DOGE was not a Cabinet-level department but part of the Executive Office of the President.<\/p>\n<p>DOGE staff were embedded across government agencies. They <a href=\"https:\/\/www.doge.gov\/savings\">were tasked<\/a> with terminating contracts, grants and leases signed by previous administrations, combating fraud and shrinking the civil service. By Musk\u2019s optimistic estimate, the drive could save up to $2 trillion.<\/p>\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\">\n<div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Elon Musk at NYC Trump Rally: FULL SPEECH\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/sLiB1LUC4Fs?start=28&#038;feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div>\n<\/figure>\n<p>Ramaswamy, for his part, <a href=\"https:\/\/www.businessinsider.com\/vivek-ramaswamy-doge-wants-to-delete-entire-federal-agencies-2024-11\">said<\/a> he was prepared to eliminate entire federal agencies and cut the workforce by 75%. He almost immediately left the team of his own accord over <a href=\"https:\/\/www.huffpost.com\/entry\/vivek-ramaswamy-addresses-sudden-exit-from-doge-i-think-thats-incorrect_n_6798be48e4b035ecd67cb456\">\u201cdifferences in management approaches\u201d<\/a> with Musk.<\/p>\n<h2 class=\"wp-block-heading\"><strong>Inside DOGE<\/strong><\/h2>\n<p>The department <a href=\"https:\/\/www.nytimes.com\/2025\/01\/13\/us\/politics\/elon-musk-white-house-trump.html\">set up shop<\/a> in the Eisenhower Executive Office Building next to the White House. It was <a href=\"https:\/\/www.nytimes.com\/2025\/02\/25\/us\/politics\/amy-gleason-doge-administrator.html\">led<\/a> by Amy Gleason, who served in the US Digital Service during Trump\u2019s first term.<\/p>\n<p>Musk <a href=\"https:\/\/www.nbcnews.com\/tech\/tech-news\/elon-musk-doge-usaid-treasury-government-rcna190450\">was designated<\/a> a \u201cspecial government employee\u201d for 130 days, effectively an adviser to the federal government. He was granted expanded access to government resources without certain disclosure requirements.<\/p>\n<p>DOGE\u2019s headcount was about 50, many of them former employees of Musk\u2019s firms (Tesla, SpaceX and others). According to <a href=\"https:\/\/www.wired.com\/story\/elon-musk-government-young-engineers\/\">Wired<\/a>, the team included several young engineers aged 19\u201324 with little or no government experience. The media dubbed them <a href=\"https:\/\/www.lemonde.fr\/en\/pixels\/article\/2025\/02\/07\/who-are-the-doge-kids-the-disciples-of-elon-musk-tasked-with-hacking-the-us-federal-government_6737883_13.html\">DOGE Kids<\/a>. By February 12, the sum had risen <a href=\"https:\/\/fortune.com\/2025\/02\/12\/elon-musk-doge-doubles-budget-government-spending-cuts\/\">to $14.4 million<\/a>.<\/p>\n<p>Media outlets <a href=\"https:\/\/www.politico.com\/news\/2025\/03\/06\/doge-federal-office-bedrooms-00216863?utm_source=firefox-newtab-en-us\">reported<\/a> that department employees were literally living in government offices amid an extreme workload\u2014up to 120 hours a week.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p lang=\"en\" dir=\"ltr\">DOGE is working 120 hour a week. That is why they are losing so fast. <a href=\"https:\/\/t.co\/dXtrL5rj1K\">https:\/\/t.co\/dXtrL5rj1K<\/a><\/p>\n<p>\u2014 Elon Musk (@elonmusk) <a href=\"https:\/\/twitter.com\/elonmusk\/status\/1885966827227861179?ref_src=twsrc%5Etfw\">February 2, 2025<\/a><\/p><\/blockquote>\n<p> <script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<h2 class=\"wp-block-heading\"><strong>Meme boost<\/strong><\/h2>\n<p>By common account, the acronym DOGE nods to the cryptocurrency <a href=\"https:\/\/forklog.com\/en\/news\/what-is-dogecoin-doge\">Dogecoin<\/a>, which Elon Musk <a href=\"https:\/\/forklog.com\/en\/news\/dogecoin-rises-on-elon-musks-tweets\">has actively supported<\/a> for years. The coin\u2019s logo even briefly appeared on the agency\u2019s website, after which its price <a href=\"https:\/\/forklog.com\/en\/news\/dogecoin-rises-after-logo-appears-on-doge-website\">rose 14%<\/a>.<\/p>\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" src=\"https:\/\/forklog.com\/wp-content\/uploads\/img-62705434834d5e1a-10554430918596071.webp\" alt=\"image\" class=\"wp-image-270535\"\/><figcaption class=\"wp-element-caption\">Source: Archived screenshot of doge.gov.<\/figcaption><\/figure>\n<p>Nevertheless, in public remarks the billionaire explained the name\u2019s similarity as <a href=\"https:\/\/coincentral.com\/musk-confirms-d-o-g-e-department-not-linked-to-dogecoin-cryptocurrency\/\">pure coincidence<\/a>: he chose it on the advice of online users for its appeal.<\/p>\n<p>Department leaders <a href=\"https:\/\/decrypt.co\/312348\/elon-musk-us-government-no-plans-dogecoin\">ruled out<\/a> integrating cryptocurrencies, but they embraced <a href=\"https:\/\/forklog.com\/en\/news\/what-is-blockchain-2\">blockchain<\/a> technology in their work.<\/p>\n<p>According to <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-01-25\/musk-exploring-blockchain-use-in-us-government-efficiency-effort\">Bloomberg<\/a>, a digital ledger was proposed as a cost-effective way to track federal spending, protect data, process payments and manage buildings. To that end, DOGE representatives held talks with leaders of several public blockchains.<\/p>\n<p>Musk also <a href=\"https:\/\/x.com\/i\/broadcasts\/1djxXVDmXLNGZ\">called<\/a> decentralized technologies \u201ca useful tool to minimize corruption\u201d.<\/p>\n<p>Critics, however, argue that conflating the agency\u2019s acronym with a crypto brand amounted to \u201cviral PR\u201d.<\/p>\n<h2 class=\"wp-block-heading\"><strong>Backlash and scandals<\/strong><\/h2>\n<p><strong>Control over financial data<\/strong><\/p>\n<p>As part of its activities, DOGE gained access to US Treasury systems, including critical infrastructure that processes tax refunds, Social Security benefits, pensions and other government payments.<\/p>\n<p>In February, 19 states <a href=\"https:\/\/www.cnbc.com\/2025\/02\/07\/us-states-sue-to-block-musks-doge-from-accessing-payment-systems.html\">filed suit<\/a>, alarmed by the legality of transferring such volumes of personal data and the potential use of an open-source AI model to process them.<\/p>\n<p>A judge <a href=\"https:\/\/www.cnbc.com\/2025\/02\/08\/federal-judge-temporarily-blocks-doge-from-accessing-sensitive-treasury-department-payment-systems.html\">issued a temporary restraining order<\/a> blocking DOGE\u2019s access to Treasury records and requiring destruction of any materials downloaded after January 20, 2025.<\/p>\n<p>In a separate Senate letter to the Treasury Secretary, it was <a href=\"https:\/\/www.banking.senate.gov\/imo\/media\/doc\/bessent_letter_on_doge.pdf\">noted<\/a> that some department staff could read and modify system code.<\/p>\n<p>In May, several DOGE agents were nevertheless <a href=\"https:\/\/www.politico.com\/news\/2025\/05\/27\/judge-treasury-doge-access-data-payment-systems-00371969\">granted<\/a> \u201cfull-spectrum access\u201d to Treasury systems after completing cybersecurity and sensitive-data handling training.<\/p>\n<p><strong>Interference with the grants system<\/strong><\/p>\n<p>DOGE <a href=\"https:\/\/www.washingtonpost.com\/politics\/2025\/04\/11\/doge-controls-federal-grant-postings\/\">took control<\/a> of federal grant postings and temporarily restricted external access, delaying key competitions for funding health and social programmes.<\/p>\n<p>After complaints from scientific communities and various social groups, the department\u2019s powers were <a href=\"https:\/\/www.washingtonpost.com\/politics\/2025\/06\/27\/doge-loses-control-federal-grants\">significantly curtailed<\/a>.<\/p>\n<p><strong>Mass layoffs<\/strong><\/p>\n<p>DOGE launched one of the <a href=\"https:\/\/en.wikipedia.org\/wiki\/2025_United_States_federal_mass_layoffs\">largest layoff programmes<\/a> in the history of the federal government. The first target was the international aid agency USAID. Of 10,000 employees, <a href=\"https:\/\/www.reuters.com\/world\/us\/trump-administration-keeping-only-294-usaid-staff-out-over-10000-globally-2025-02-06\/\">fewer than 300<\/a> remained. By the end of February, <a href=\"https:\/\/x.com\/marcorubio\/status\/1899021361797816325\">at least 83%<\/a> of the agency\u2019s programmes had been shut. The de facto dismantling of USAID was <a href=\"https:\/\/abcnews.go.com\/Politics\/judge-dismantling-usaid-unconstitutional-orders-musk-restore-access\/story?id=119923733\">challenged<\/a> in several courts.<\/p>\n<p>The wave of layoffs also swept through other federal agencies and departments, beginning with staff on probation. The process was chaotic: instructions changed several times a week, notifications arrived at night and decisions were taken without proper HR procedures. Source: Reuters.<\/figcaption><\/figure>\n<p>According to the latest <a href=\"https:\/\/www.opm.gov\/news\/secrets-of-opm\/everyone-has-a-plan-until-you-step-into-the-ring\/\">data<\/a> from OPM, roughly 317,000 employees left federal service in 2025, while about 68,000 were hired.<\/p>\n<p>Thus, since the start of Trump\u2019s second term, cuts have affected at least 12% of the 2.4 million civilian federal workforce.<\/p>\n<p><strong>Counting errors<\/strong><\/p>\n<p>Media <a href=\"https:\/\/www.reuters.com\/world\/us\/doge-website-offers-error-filled-window-into-musks-government-overhaul-2025-03-04\/\">flagged<\/a> mistakes DOGE made tallying savings. One canceled contract listed at $8 billion actually cost $8 million. In another case, DOGE counted a $655 million contract three times, claiming more than $1.8 billion in nonexistent savings. Reporters also found canceled contracts whose terms had long expired.<\/p>\n<p>According to the <a href=\"https:\/\/www.doge.gov\/savings\">DOGE website<\/a>, at the time of writing the department had terminated 13,440 contracts, 15,887 grants and 264 leases.<\/p>\n<p>Analysts reckon the current headline \u201csavings\u201d\u2014<a href=\"https:\/\/www.doge.gov\/savings\">$214 billion<\/a>\u2014are greatly overstated, or reflect theoretical contract maximums rather than actual budget cash saved. And once litigation costs, reinstatements and efficiency losses are included, the net gain may be a fraction of the claim.<\/p>\n<p><strong>Damage assessed<\/strong><\/p>\n<p>By July 2025 the Senate\u2019s Permanent Subcommittee on Investigations estimated <a href=\"https:\/\/www.washingtonpost.com\/documents\/b256b202-ff01-48dc-a2d1-80b0e43fa87a.pdf\">losses from DOGE\u2019s activities<\/a> at no less than $21.7 billion. It concluded the department not only failed to meet its stated aim, but also \u201cundermined organizational productivity, reducing the efficiency and quality of core public services.\u201d<\/p>\n<h2 class=\"wp-block-heading\"><strong>The beginning of the end<\/strong><\/h2>\n<p>In April, Elon Musk sharply scaled back his government work to focus on his businesses. In May, he left the White House <a href=\"https:\/\/forklog.com\/en\/news\/elon-musk-to-step-down-as-head-of-doge-on-schedule\">after his term expired<\/a>.<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThe situation with the federal bureaucracy is much worse than I thought. To put it mildly, trying to improve things in Washington is no easy task,\u201d Musk said in a comment to the <a href=\"https:\/\/www.washingtonpost.com\/politics\/2025\/05\/28\/elon-musk-leaves-trump-government-doge\/\">Washington Post<\/a>.<\/p>\n<\/blockquote>\n<p>Many DOGE staffers <a href=\"https:\/\/www.politico.com\/news\/magazine\/2025\/11\/21\/doge-elon-musk-succession-00641110\">left with<\/a> the Tesla chief executive.<\/p>\n<p>In November, <a href=\"https:\/\/www.reuters.com\/world\/us\/doge-doesnt-exist-with-eight-months-left-its-charter-2025-11-23\/\">Reuters<\/a>, citing OPM director Scott Cooper, reported that DOGE \u201cdoes not exist\u201d and would not function as a \u201ccentralized structure.\u201d<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThe goal of [staff] cuts no longer exists,\u201d he added.<\/p>\n<\/blockquote>\n<p>Many DOGE functions moved to OPM, and some department staff took new roles in the administration. For example, Airbnb cofounder Joe Gebbia is now working on visual improvements to government websites. Jeremy Levin, who helped dismantle USAID, now oversees foreign assistance at the State Department.<\/p>\n<p>Zachary Terrell became chief technology officer at the Department of Health and Human Services. Rachel Riley now heads the Office of Naval Research.<\/p>\n<p>Acting DOGE administrator Amy Gleason, who has experience in health-tech, officially <a href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.dcd.277150\/gov.uscourts.dcd.277150.65.1_1.pdf\">became<\/a> an adviser to Health and Human Services Secretary Robert Kennedy in March, alongside her role at the department.<\/p>\n<p>US authorities have not officially announced the dissolution of the unit.<\/p>\n<p>The DOGE team denied rumors of a shutdown.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p lang=\"en\" dir=\"ltr\">As usual, this is fake news from <a href=\"https:\/\/twitter.com\/Reuters?ref_src=twsrc%5Etfw\">@Reuters<\/a>. President Trump was given a mandate by the American people to modernize the federal government and reduce waste, fraud and abuse. We\u2019ll be back in a few\u2026 <a href=\"https:\/\/t.co\/S1pSmx26s0\">https:\/\/t.co\/S1pSmx26s0<\/a><\/p>\n<p>\u2014 Department of Government Efficiency (@DOGE) <a href=\"https:\/\/twitter.com\/DOGE\/status\/1993103250153738718?ref_src=twsrc%5Etfw\">November 24, 2025<\/a><\/p><\/blockquote>\n<p> <script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>The statement claimed the agency is actively cutting expenses and that just last week it \u201cterminated 78 wasteful contracts, saving taxpayers $335 million.\u201d<\/p>\n<h2 class=\"wp-block-heading\"><strong>Aftermath<\/strong><\/h2>\n<p>DOGE became a new initiative within USDS. The latter was created in 2014 by then-President Barack Obama to provide technological support to the government and improve its efficiency. Certified paralegal Dmitry Levkin-Odrovazh told ForkLog that the executive order establishing DOGE merely adapted the original initiative to the government\u2019s current needs.<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cElon Musk\u2019s actions sparked <a href=\"https:\/\/law.justia.com\/cases\/federal\/district-courts\/district-of-columbia\/dcdce\/1:2025cv00429\/277463\/93\/\">heated debate<\/a>, but that did not change the effect of USDS\/DOGE\u2019s activities, and the team\u2019s staff remained within government agencies. Even if the methods the department used to obtain evidence are deemed illegal, the collected information can still be admitted in court, especially in civil cases. If DOGE\u2019s findings about fraud and double spending are true, reforms at the offending government agencies are inevitable, and their employees will not be reinstated,\u201d he noted.<\/p>\n<\/blockquote>\n<p>In the lawyer\u2019s view, the department had a real impact on the efficiency of the US government.<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cAn initiative that looks like a \u2018PR stunt\u2019 completed its core task in record time\u2014just six months after launch\u2014by uncovering instances of double spending. What evidence has been presented, and whether the courts will accept it, depends on the quality of DOGE\u2019s evidence-gathering work, which is yet to be assessed,\u201d the expert concluded.<\/p>\n<\/blockquote>\n<p>DOGE proved an important but controversial experiment. Transplanting start-up logic into critical state functions bred managerial chaos, and meme culture whipped up hype without making the structure more resilient.<\/p>\n<p>The department pointed to the potential of technology to accelerate bureaucratic processes. But incomplete mandate checks, a thin legal basis and a high appetite for PR stunts generated institutional strain.<\/p>\n<p>Similar government-level tech experiments are possible in future\u2014provided there are transparent legal frameworks, rigorous audit and phased testing.
