Previously, the Ethereum co-founder described the concept of second-layer solutions as outdated.<\/p>\n<p>Buterin noted that the transition of <a href=\"https:\/\/forklog.com\/en\/news\/what-are-rollups-and-how-do-they-scale-ethereum\">rollups<\/a> to full decentralization (Stage 2) has proven more complex and slower than anticipated. In his view, Ethereum itself is becoming more efficient, necessitating that these layers find new niches.<\/p>\n<p>Developers of second-layer solutions agreed on the need for evolution but differed on the role of scaling.<\/p>\n<p>Offchain Labs co-founder, developer of <a href=\"https:\/\/forklog.com\/en\/news\/what-is-arbitrum\">Arbitrum<\/a>, Steven Goldfeder took a firm stance. He cited periods of activity when Arbitrum and <a href=\"https:\/\/forklog.com\/en\/news\/what-is-base-coinbases-l2\">Base<\/a> processed over 1,000 transactions per second, while L1 metrics remained low.
