The document proposes to formally establish a strategic bitcoin reserve under the management of the Treasury Department.<\/p>\n<p>The primary authors are Republican Nick Begich and Democrat Jared Golden.<\/p>\n<p>ARMA provides for the creation of a strategic bitcoin reserve within the US Treasury and separate repositories for other crypto assets. Federal agencies will be required to provide full accounting and transfer coins for centralized storage by the department.<\/p>\n<p>The bill includes:<\/p>\n<ul class=\"wp-block-list\">\n<li>quarterly public reports on reserves;<\/li>\n<li>independent audits;<\/li>\n<li>oversight by Congress.<\/li>\n<\/ul>\n<p>The bitcoins in the reserve are proposed to be held for no less than 20 years. Sales are permitted only to reduce national debt.<\/p>\n<p>The bill also enshrines the right of US citizens to own digital assets, store them independently, and transfer them without restrictions.<\/p>\n<p>ARMA is based on <a href=\"https:\/\/forklog.com\/en\/news\/trump-establishes-u-s-strategic-bitcoin-reserve\">President Donald Trump&#8217;s executive order of March 6, 2025,<\/a> which called for the creation of a strategic bitcoin reserve. At that time, authorities ordered the transfer of the first cryptocurrency, confiscated in criminal and civil cases, into the reserve.\u00a0<\/p>\n<p>The Treasury and the Department of Commerce were also tasked with exploring budget-neutral ways to purchase additional coins without taxpayer expense.<\/p>\n<p>Notably, the new bill lacks a target reserve value of 1 million BTC. Such a provision <a href=\"https:\/\/forklog.com\/en\/news\/cynthia-lummis-unveils-revised-bitcoin-reserve-legislation\">was included<\/a> in the earlier BITCOIN Act authored by Senator Cynthia Lummis.\u00a0<\/p>\n<p>In May, Trump <a href=\"https:\/\/forklog.com\/en\/news\/trump-signs-order-on-crypto-firms-access-to-payment-infrastructure\">signed<\/a> an order to integrate digital assets into the traditional financial system and review the rules for crypto companies&#8217; access to payment infrastructure.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The US House of Representatives has introduced the American Reserve Modernization Act of 2026 (ARMA).
