
Media: Operators report outages caused by equipment for the ‘sovereign Runet’
Federal and regional operators report systemic outages caused by equipment with deep packet inspection (DPI) functionality installed under the so-called law on the sovereign Runet.
Sources at Obit, a major regional operator, told «Ъ» that the outage was caused by DPI. According to them, the equipment was installed at Roskomnadzor’s request “in conflict with Obit’s equipment and the global network”.
To restore operation during the outage, the company removed DPI from the traffic-passing scheme, sources noted. Official representatives of “Obit” declined to comment.
Roskomnadzor is aware of the incident at “Obit”:
“After three hours, the operation of threat countermeasures resumed in normal mode,” the agency said.
Roskomnadzor stressed that independently changing the parameters of such equipment is a violation of the law and is punishable by a fine of up to 1 million rubles.
Representatives of the Ministry of Digital Development stated that “the owner of the infrastructure is responsible for the outage.” However, who exactly is meant remains unclear — the infrastructure of its network is owned by Obit, but the equipment belongs to Roskomnadzor.
Another source from one of the large telecom operators also reported outages due to the DPI equipment. Representatives of MTS, MegaFon, Tele2, Rostelecom and VimpelCom declined to comment.
As reported, experts believe that Roskomnadzor used DPI during throttling Twitter. At the same time as the throttling began, outages affected many other services and sites.
