The changes affect node operators, pools for staking and delegators.
The Ethereum status quo can be described as comprising a large share of new two-tier staking. This arrangement has two main drawbacks — a risk of centralisation among node operators and a heavy burden on the consensus mechanism.
As a solution, the developer proposed reducing staking rewards by four times and imposing limits on the maximum amount of locked assets to 6.25 million ETH. Buterin also planned to expand the powers of delegates.
Under the post by the Ethereum co-founder, a large number of Cardano community members accused him of plagiarism.
Ethereum dressing up as Cardano for Halloween?

Is Ethereum going to dress up as Cardano for Halloween?
According to Hoskinson’s own view, Ethereum developers ‘literally admitted’ that they needed to copy Ouroboros — Cardano’s consensus protocol.
One commenter stated that the blockchain ‘was a pioneer in liquid staking and delegating pools to achieve consensus many years ago’. He noted that this happened with ‘100% uptime and no dirty hard forks’.
In September 2022, Hoskinson criticized Ethereum Classic for unrealised potential. Later he called the project a ‘scam’.
In August 2023, the Polygon Zero protocol team, based on zero-knowledge proofs, accused the developers of the L2-network zkSync Era of code theft.
